I think your mind is mixing together two short shows that aired on CBC. The one with the colored doors is called Rainbow Road, but it only features a lady with no costume. The show with the kid and the costumed character is called Me Too!.

I remember watching this show as a kid so 90's to early 2000's and I think it was either on CBC or PBS. I can't remember much about this show except the beginning scene would involve a child and a cloud/cotton ball/fuzz-sized human. Like a woman in a cloud costume. She would lead the kid into this area where it was all white and there were these doors lined up and each door was a different color of the rainbow. And in front of the doors were like a colored line matching up with the door. So the blue door would have a blue path leading up to it, and so on. Then the kid would pick which door they wanted to enter and the cloud woman would take them in and everything would be that color. So the red door would have all red items in it. I can't remember anything apart from this opening scene.
