Could it have been from the Magic Adventures of Mumfie song Real Eel Electricity?
No it was a song I heard on radio. It also had a sample that goed "what's that smell"

One more detail. It had some vocal sample that I think was from Woodstock 1969
MGMT - Electric Feel has the line "Shock me like an electric eel" but it's from 2008.
Sorry not it. If I remember right it didn't have any lyrics other than those samples

That is not techno.
I believe this to be Dirt by Death in Vegas, which has samples from Woodstock — the guy monologuing about how "the man next to you is your brother", and another guy leading a chant with the crowd: "What's that spell? Fuck! What's that spell? Fuck! What's that spell? Fuck!"
The other sample appears to be sped up, but it sounds like "Flinch and you'll get a fucking gun butt to your gut" — the F word is edited out in the radio version.
Wow that's it thanks. (the first few words of the "flinch and you get a gun butt to your gut" sound kind like "electric eel" if you listen just right
