No, it's not Fablehaven, the girl was 16 or 17 years old and there was a large amount of sexual tension.
Okay, this was still bothering me so I had another look. While looking at a different book I found one called Tithe: A Modern Faerie Tale that i am fairly certain is the one you are looking for. The girl is named Kaye, she's the right age, there is a kelpie teaching her magic and there are good and bad fairies.
