I think you can just specify that this is in-universe, that someone in a story or in a work of fiction didn't do the research.
Did Not Do The Research is about when a writer... doesn't do the research. Is there a trope for when someone in a story makes that mistake?
Specifically, I'm talking about a true story from The Trenches, in which a game retailer's marketing department completely underestimates how popular the PS 3 is going to be, not even bothering to check online trends, resulting in far too little supply for obviously high demand.
