SCM, what are you talking about? Kotaro the what? Also - and this is FINAL - I am not going to intentionally write homoerotic subtext! If there's no Joker - and here, there isn't - then there's no reason to have it! If I were going to use the Joker, then that'd be different, but I'm not, so it isn't different!

The Batman universe, to some degree or another, needs the Joker to fully work. A set of Batman mythos without the Joker just isn't the same thing.
A Joker without a Batman and a Batman without a Joker is not complete. One can not exist without the other. They complete each other.

Perhaps the Konoe family isn't as pure as people think. In which case Konoka would make a good Huntress. That would be interesting, in that she would have to keep that secret from Setsuna.
I was going to suggest that Yue be Hugo Strange. After reading the Wiki however, that would NOT be a good idea. Hugo Strange is Satomi on a bad week.
I still think Yue needs to be doing something other than sitting on the sidelines. What that something is, I am not sure.

<sigh> I really don't want to use The Joker, and for two reasons: one, I think it'd be refreshing to just not have him around. Two, and this is more of a practical reason, Joker has a special kind of insane that I just don't think I can quite capture. But I guess I could have Chigusa becomes his Legacy Character or something if it's really that big of a deal. I don't see why he's apparently so necessary. I mean, yeah, I do recognize that he's Bats' iconic archnemesis, just as Lex Luthor fills the same role for Superman.
And yet I feel both can be done excellently without any involvement from the aforementioned villains, and I'd like to experiment with that.
Besides, we've already got Makie as the Harlequin...

I don't mean individual stories can't be done without Joker, for long stretchs of time, even, but a Batman who never meets the Joker in his life... just isn't the same thing. Almost every major hero has at least one villain their mythos need, the archetype counterpart. The X-Men need their Magneto at some point. Yes, Superman needs Luthor. Daredevil needs Kingpin (and Bullseye). Batman needs a Joker. As a matter of fact, most weak rogues galleries lack that essential villain, like Wonder Woman, who has... the freaking Cheetah, as the closest thing to a true nemesis she can get.

Seriously though, Yue isn't known for being anything but stoic, so she would make a good Scarecrow. I can see her verbally beating people down while making them piss themselves in fear.
EDIT: Yue as Riddler? Hmmm. Interesting, but Yue doesn't conjure up images of laughter at her own clever jokes.

Oh, whew. I suppose that saves the Makie-Joker relationship from being consumed into anything creepy, since Makie's crush is no doubt going to be fully unrequited.
