Burning love!Lupin was very likely exaggerating or counting in auxiliary allies (Rowling did admit she's bad with numbers). Voldemort's briefing to the Death Eaters in the cemetery made it pretty clear what a tight knit group they were. This is somewhat of a pet-peeve of mine simply because of all the fanfics that portray hundreds of expandable Death Eaters, when in canon they were all treated as individuals and their names constantly repeated.
Fair enough, Lupin may be counting the werewolves, the giants and what not.
It makes my point to Charles about Voldemort having no wide support between wizards stronger.
However, I like to note that what we see in the cemetery in book 4 are only the ones who got away.
The majority of the DE were in Azkaban at that point.
