So I think, going by the datamine, the remaining DLC Characters are the rest of the Dissidia vets and Vivi. Am I forgetting anyone?

But they may have other characters planned as well, like someone else for XIV and XV.
I want to guess Tifa is next since of the remaining veterans she is the one most likely to be an assassin who's game was not on the last season pass. Then I want to say Vivi is likely after her then Gilgamesh.

While its true that he isn't in NT at present, Laguna is a vet and the devs stated that all vets would return at some point. So yes, VIII has 4 publicly confirmed reps while IX still only has two (with a third confirmed via datamine). Meanwhile, XIV and XV still only have 1 rep each.
Personally, my biggest concerns are how my homies Gabranth and Prishe will be handled when they get reintroduced. Ramza more or less took Gabranth's gimmick, and I don't think NT's gameplay willt allow for the combos and finishers Prishe had.

I'm pretty sure the game won't exploded if there 2 same gimmick characters
Garland and Ultimecia have the same gimmick just one is Vanguard and the other is Marksman so there is precedent. Also kind of Cecil and Lightning.
The Free version
of Dissidia NT is out now (along with the PC version I guess?). So far I've heard that it's breathed new life into the game, but we'll see how long that lasts.
