Well, you're not supposed to have a body or be able to do anything when you die, so that's not really surprising. Though maybe recent things have been less consistent about it, but that's my understanding of how it's supposed to work.
I remember in Kai that at the very least Raditz had his body and tried to escape and King Emma put him in his place.
Honestly I hope they do a gag about how theres going to be a roided out Goku statue being made, like the Saitama.
