Essentially. Technically Kara no Kyoukai and Notes came first, but Tsukihime was their first VN.
It should be noted that Mahoyo's 1996 version was the first story that actually got written as a complete story rather than Nasu's high school scribblings/ideas, but due to a bunch of circumstances, that only saw the light of day outside of his friend circle when it got remade as a game.
Tsukihime was basically the VN they made before their Breakthrough Hit.
Mind you, Tsukihime was also very successful back in its day. It spawned an anime (we don't like to talk about that) a manga adaptation and video game sequel continuation out of it, and was also big enough to be openly credited as an inspiration for the also-successful When They Cry series.
Tsukihime was also much more of a porn game by prevalence.
