-Cole throws a Shockwave (circular, midair burst of electromagnetism) to reflect the Chaos Spear, rolls out of the way of the second and throws an Electric Grenade at Shadow.-
"Teleporting? Why is it everyone I fight can do that?"

-Cole pulls out the Amp and swings it like a bat at Shadow when he curls up.-

-Shadow is hit and smacked away by the Amp, then recover and uses Chaos Blast, sending an explosive beam at Cole-

"The Perfect Villain Doesn't Exi-"
-Cole is sent flying and flies into a nearby shop. He stands up, considerably wounded. Cole walks up to a light in the shop and drains the electricity from it, healing himself. Cole fires a series of 4 Redirect Rockets into the air above Shadow, very clearly missing him. He then shoots several, rather weak Bolts at Shadow. If any of those Bolts hit Shadow, the Redirect Rockets will turn in midair and fly at him.-

-Shadow Chaos Controls through the bolts and near Cole, then proceeds to hurl 3 Spears at him-

-Cole uses Lightning Tether, hooking onto a nearby light and grappling out of the way. He drains the light of electricity and fires Bolt Stream, a series of weaker, slightly homing rapid-fire, sphere-shaped bolts of electricity. Since this Cole is Hero Cole, he has Bolt Recharge, causing him to recharge a small amount of electricity whenever a Bolt hits a humanoid or human-sized enemy.-
I'm using Hero Cole, so he's not going to use any Evil powers. No Pyrokinesis, no Infamous-karma attacks.

-Shadow lands and sprint-skates around the bolts, occasionally stopping to counter with a Chaos Spear-

-Cole rolls to dodge the Chaos Spear, then begins picking up trash cans, tables, etc. with Kinetic Pulse and hurlin them at Shadow.-

-Shadow skates around to dodge the objects thrown at him, then proceeds to throw them back one by one with Chaos Control-

"The Perfect Villain Doesn't Exi-"
-Cole is struck by a trash can and goes flying. He stands, now supremely pissed at Shadow.-
"Okay, furball...dodge this."
-Coles bends his knees a bit and spreads his arms. Above, thunder rumbles and thick, black storm clouds appear outside the mall. There is a deafening boom of thunder and...nothing happens.-
"Right. That move doesn't work inside. Dammit..."

"I expected better judgment from you."
-Shadow uses Chaos Blast again-

-Cole responds in kind with Ionic Vortex, hurling a huge electromagnetic twister straight at Shadow.-

-Cole grapples next to Shadow with Lightning Tether and tries to beat him senseless with the Amp.-

-Shadow releases the blast, then Chaos Controls before the beam blows up in his face and above Cole after he uses his tether, in order to heel slam him-

-Cole is heel-slammed and is now face down on the floor.-

-Shadow lands, and prepares to karate chop Cole's skull-
"Goodbye."

-Cole rolls out of the way, stands, and throws a series of Electric Rockets and Grenades at Shadow.-

-Shadow stumbles and is promptly rewarded with missiles and grenades to the face-

-Cole begins draining electricity out of nearby lights, since he's almost tapped out after the rockets and grenades.-

-Shadow recovers and Chaos Contros near Cole, followed by launching a close-range Chaos Blast-

-Cole tries to send Shadow flying away with a Shockwave, and if that works follows up by throwing several Sticky Grenades at him while he's in the air.-
"Yeah, sure, why the hell not?"
-Cole places his hand on the handle of the Amp, his weapon that he keeps on his back.-
For combat, Cole's going to use a mix of the hand-to-hand stuff from inFamous 1, and the Amp from inFamous 2. Just to keep things from getting stale.
