Now I know that, if I just dedicated the effort to file through every subpage of the trope, I could probably determine whether or not this question really is necessary, but I'm lazy.

Anyways, after reviewing the administrivia definition of the most heinous class of villain imaginable, I found that it failed to satisfy my curiosity: can a protagonist qualify as a Complete Monster?

A Villain Protagonist, yes; Light from Death Note is one example of such. Did you have a more specific question in mind, though?
