The reason BLAM is YMMV is that the "makes no sense in context" part is subjective; there are quite a few such moments that made some degree of sense when the story was written, but seem out of place to modern readers not familiar with that particular time/place. The most common is a cultural reference to something popular at the time.
So to sum up, I certainly believe it can be.
Stories don't tell us monsters exist; we knew that already. They show us that monsters can be trademarked and milked for years.

I would say there should still be some sort of surrealism even in the original culture, but having it be exaggerated across language barriers is valid too.
Do you not know that in the service one must always choose the lesser of two weevils!

If something makes at least a little sense in the original langue, but in a dub it makes no sense, can it still be listed as a Big-Lipped Alligator Moment?
