This is a fan-made production. Warner Bros., as far as we know, don't have any current plans towards live action Scooby-Doo projects.

For reference, you typically don't need to ask if a released work (not an upcoming one) is viable for a work page unless there's some really sketchy content attached.
If you're familiar with How to Create a Work's Page and the work, then you can start a page anytime. Just remember to have a minimum of three tropes and cross-wicking.
