Essentially, about a character touring Memorial Hall, which is a room in the headquarters of a Justice League/Avengers equivalent dedicated to memorials of various team members who have been KIA’d over the decades.

What would the plot be?

Slice of Life or downer apocalypse story where the tour-guide is the only "living" thing still alive on a earth void of mankind (with animals and plants just fine, it is just humanity that went down at some point in an unknown disaster) to which each chapter is dedicated to the death of a particular superhero/villain or both, as they tell the story to a group of animals setting the protagonist off on automatic and nothing better to do?

Anything can be a story. Anything. Create a character with a complex past and some internal conflict that they need to reflect on and you can set that anywhere and make a story.

I'm inclined to second TitanJump's question: without some idea of the intended plot, it's hard to say with the action described would make for an interesting story.

That said, I suppose that one could then answer the question of "could a story be written about this" with: "Yes." I do think that there are likely stories that could be written around such an action.
