You can use the sandbox without any special permissions.
I have one going right now, Sandbox.If You Could See Love, that I'm sitting on for the moment. I'll probably move it to the manga namespace soon, though.

Quick question. If I wanted to make a "Sandbox.Anone Mouse Jr" page for the purpose of storing work page drafts that don't have enough tropes or otherwise aren't quite ready for posting in their main sections, would this be allowed? Or should I just put the drafts in question into the "Trope Launch Pad" section and open them up for other people to add to?
(I ask in part because right now, I have a bunch of drafts stored on Google Docs, but as I understand it, using off-site pages is discouraged when it comes to sharing them with other users.)
