I would say I don't count it because it's not at the level of evil robotic counterpart in the way Metal and Rusty are

I love animation, TV, movies, YOU NAME IT!Oh yeah, all Sonic's friends were turned into those Mega Man robots each with a special weapon for Mega Man to steal. There was Tails Man, Rose Woman, Knuckles Man, Shadow Man (even though there already was Shadow Man), Vector Man, Espio Man, Charmy Man, Silver Man, Blaze Woman, and Rouge Woman, Sequel had Sonic and Mega Man turned into Sonic Man and M'Egga Man, each with 8 weapons.
They actually made a joke out of this: Wiley and Eggman wanted to send Shadow Man after Sonic and Mega Man, and they were like Wait, My Shadow Man, or your Shadow Man? And then they just said lets do both!
One Strip! One Strip!Wily and Dr. Eggman being pals was the best part of that crossover.

Dread is a pirate, a seafaring thief. This is in direct contrast to Knuckles, who is basically a sole law enforcer for his island.
So what if we go full circle and have a Rouge variant who's a detective or police officer? Bonus points if she meets Dread.

I love animation, TV, movies, YOU NAME IT!Probably not. If I understand the contract logic right, Sega would have to license or buy out the concepts introduced in Prime. They own Sonic and all related Sonic IP characters and stuff, but they only co-own the actual Prime series. It's produced in conjunction with Netflix who would have equal rights to the trademark.
No sense for the Sonic IP owner to pay a bunch of money to Netflix so they can make a Sonic game, when they could just make a different Sonic game.
Netflix would similarly have co-ownership of characters like Rusty Rose, Black Rose, or Thorn Rose even though Sega has sole ownership of Amy Rose. Trademark law is super weird.

I'm reminded Metal and Mecha Knuckles is a thing.
So thats Metal Sonic, Metal/Mecha Knuckles, and now Rusty Rose.
At least 3 Sonic characters with some kind of robotic version. Well there's also the Shadow Androids but they don't have the unique robotic look of the former 3.
