I do wonder if any of these characters are going to get some development in the series.

I fully expect Rusty Rose to have a redemption arc.

Some of them are quick arcs, like Thorn, while others like Nine and Rusty seem to be series-long endeavors, but it's pretty consistent. Every dimension has at least one.
And I liked the twist that after all season of inspiring characters to be better people, Sonic then inspired Dread... only for Dread to take that in an entirely negative direction because he's a shithead.

Sonic convinced him to go after the treasure when Rusty Rose and the badniks went after it. What happened there that was negative?
Akira Toriyama (April 5 1955 - March 1, 2024).Dread was kind of weird for me, to be honest, because they kept teasing that he was a dark character with unsavory tendencies and selfish inclinations. But it never really paid off.
Like. They make this big fuss about how he's only out for himself, how he's obsessed with the treasure, and how he doesn't value the lives of his crew. Like. They really go hard on setting up a Heel Turn. And then they reach the treasure, and he's a cool dude and a valuable ally and everything is fine.
There has to be more to this, right? Like we're going to come back at some point trying to gather all seven Chaos Emeralds Prism Shards, and he's going to be an obstacle to that?

My Tumblr. Currently liveblogging Haruhi Suzumiya and revisiting Danganronpa V3.The place they chose to cut it makes it pretty obvious that we're coming back to it.
Remember that the season, as it were, isn't actually over. What we got isn't the complete story of the season - animated shows on platforms like Netflix get cut in half.
We have Sonic rallying Dread's crew to come together and claim the universe shaking treasure, including Dread - who has Sonic's trust but secretly indicates to the audience that he doesn't give a damn about his crew and only wants the treasure for himself. Sonic pushes them to the prize, but they're attacked and in the throes of danger only Dread can get there... with Sonic's help.
Dread finally approaches the treasure, getting visibly more obsessed and crazed as he approaches his prize, beside himself at getting everything he wanted. Sonic rushes in to help him and does Then Sonic suddenly disappears, and Dread is abruptly left with the power to control the universe.
If that feels like an odd place to end the story, then... yeah. If it doesn't feel like the story of that universe has concluded yet, it's because it didn't. Heck, we don't even know what happened to Rusty.
Likewise, Shadow accusing Sonic of destroying the universe makes a decent season cliffhanger, but it wasn't written to be one.

Like the idea of Rusty learning her prime self is in love with Sonic would either make her robo vomit in disgust or grudgingly admit it makes sense.
Since Rusty does have a sort of Worthy Opponent thing going on with Sonic.

My guess is The Big Thing Sonic needs to inspire her to have is hope and confidence, allowing her to finally break out of the Council's control.
Even in her original persona, that version of Amy was willing to give up her free will because she felt there was no hope of survival otherwise. So Sonic doesn't just have to bring her back, first he has to get her to believe fighting is possible.
