I think this is a test question - to see if Izuku is willing to go that far to begin with. Sure, he already was in the last battle, but I've a feeling at least half of it was him on a berserk high rather than consciously choosing to go for the jugular.
Perhaps Second and Third are such heroes who killed in their lives - and his hesitation will let them speak on the matter next chapter.

I think the two of them are villians, also Killing is not outlawed in the manga, its just the last resort because All Might tried to kill Afo the first time by bursting his head open.
And The Heroes have No problems with trying to kill S Higi and killing all the Nomu's.
Even Twice got Murked when it became obvious he wouldn't stand down. I'm pretty sure Heroes are gonna get a bit more murdery Now with so many convicts running rampant.
Af O's OG bodyguard looks nothing like that guy, though? He had black dreadlocks and a completely different build.
Even if Izuku is gonna go with his saving route, it's still important to note he would need to be able to kill Tomura if it doesn't work.
What I really liked about this chapter is the explicate confirmation that One For All is getting too powerful to pass on to anyone but the dwindling quirkless population and Deku will need to be the last user because of those circumstances, because it further reinforces that he was just lucky and not destined to get One For All. Sadly, I see people insisting this makes Deku no different from Naruto being a child of destiny because some MHA fans can't read.
I mean, there could be a theoretical tenth, the problem is that he/she would have to be a state-of-the-art Noumu to handle OFA at its minimum capacity, and that's if a modified biological frame can withstand OFA, if not then you'd need to go the cyborg route to have a body and mind that are compatible with OFA.

Well, unless the second or third user of OFA had literally a radar that could track whoever is worthy of OFA, we can argue that this was not predeterminated.

Or Eri (or her child, depending on how long Deku can keep OFA), just because who knows if Rewind could be used on OFA itself?
You know who sounds like a plausible tenth candidate? Shigaraki. He is noumufied to handle the burden of multiple quirks after all. Also, both his birth and villain name have some form of "ten" in it in accordance with the OFA successor name scheme. (Shimura "Ten"ko, Shigaraki "To"mura)
Amusingly enough Shiggy could just deQuirk people and make them vessels for Of A.

If he has both Quirks, why would he dequirk himself when he can use the Quirks to help others before dying with them peacefully?
Not to mention returning all the Quirks that AFO stole like Ragdoll's?

I know you're thinking of a situation where Shiggy gets redeemed and becomes a hero, but at this point, it's horribly extremely unlikely that will happen.

I don't think Izuku can de-quirk himself with AFO. That's not how AFO work XD
You don't make the quirk disappear, you transfer it to yourself. If Izuku use AFO on OFA within himself, OFA would still be with Izuku, and AFO won't go anywhere either.

It took extensive unethical experiments for Shigaraki to be able to handle AFO with the entire Quirk collection. And who knows if it'd be enough for him to be able to handle OFA and the effect it'd have in all the Quirks already on him. Being Quirkless seems barely enough to handle OFA, giving him the stealing Quirk is likely gonna end with a brain dead Deku if not just exploding.
