The basic premise of the story is that the world it takes place in was a setting akin to the Marvel or DC universe... until one day the superheroes lost. The idea I’m going with for now is that earth was attacked by some kind of Eldritch Abomination that made people unable to remember the specifics of what happened. Anyway, the setting is now post-apocalyptic, with a number of conflicting factions, mostly lead by heroes or villains from the old world. Washington DC is currently lead by the Congressman, who claims to have been, well, a congressman before the incident. As seemingly the only member of the government left alive, he’s taken command of the US government’s private super team, the Patriots, and set out to rebuild. The two protagonists are an Ascended Fangirl of the Patriots who had actually been recruited into the group as the current Lady Liberty (basically Shazam as a Captain Patriotic) dealing with the morally questionable things she and her heroes are being expected to do and her sister, who’s traveling to DC to find out what happened to her. Characters developed so far include them and:

The Captain: Field commander of the Patriots. Power set currently undecided.

Sentinel: The second-newest member of the Patriots and seemingly an Iron Man Expy but secretly a child with the powers of instinctive understanding of and telepathic control over technology, with the “armor” essentially being a humanoid drone.

Previous Lady Liberties: Probably empowered by some kind of spirit created/summoned during the revolutionary war and linked in some capacity to American patriotism.

The Green Man: An extremely powerful supervillain of unknown origin even before the apocalypse. Considers himself the Anthropomorphic Personification of Gaia’s Vengeance and has power over plants. Commands an army of plant monsters and cultists.

Reshaper: Leader of a gang of villains who escaped from prison after the apocalypse. Has the power to (painfully) reshape or absorb living tissue (and used it on small animals as a child) which she uses to create monsters and “upgrade” herself. Has taken over a city the other sister passes through on her journey.

Piscesapiens: Fish People with a habit of launching Viking-style raids on coastal areas that hasn’t changed since the apocalypse. Probably a Starter Villain for the Patriots plot-wise.
