It is possible to clear IS-10 with no civilians lost. I actually did that on accident.
My setup for the stage.◊ Phase 1 of the boss is killed by Surtr, phase 2 - by Mlynar. in both cases, Specter alter is there to keep him pinned down.
IIRC the bleed effect the boss casts in phase 1 will be removed once he enters transition into phase 2, so if you kill him fast enough, civvies will remain alive
I don't think my current auto is 0 losses for IS-10, but I did cut down the losses tremendously because helidropping the boss then deploying laneholders to camp the corners cuts down on enemies attacking the civilians.

Is there a reason to keep every single one alive? It feels like effort.

As said above, though, on other maps having alive civilians may be a good thing. It can be a difference between having to deal with shadowkiller assassins in the middle of a big wave (a painful experience, especially since normal enemies get buffed as well) and when you're mostly through. Or, perhaps, not triggering Blood Debt at all.
The only problem they've given me is when they've triggered at the wrong time in autos for any number of reasons and then I've had to redo them. They die all the same as anyone else so far.

Needing to reveal the people in the critics thing to finish the side stories is a bit weird tbh. And annoying.

Hmmm. I think Il Siracusano managed to go the entire event without oripathy ever coming up or anyone being Infected playing a role (which, to be honest, would seem to amount to 'just Lappland and everyone would be too scared to say anything anyway')

It's been fun.It made a nice change. Usually, it only leaves the scenario completely when you're dealing with the Abyssal Hunters; to have something in the world and just not bothering with it for a bit is a relief. Yes, yes, oripathy bad, we know, we've done it in seemingly every other country on the planet by now.
Siracusa too busy being distracted by mafia rule to care.

Nope, that's the other big one that feels like it's a little bit disconnected from the world of Arknights. Which isn't a bad thing, really. The Sui storyline and Il Siracusano so far both feel like movies, in a good way.
It's been fun.Anyway, we have confirmation in-character that Lappland would never have attacked Lisa to get to her mum, it's not her style to harm innocents. It was some other Saluzzo punk that did the deed. As our operator, her control in battle is so immaculate she can throw swords over anyone planted in front of her no problemo.
Whoever wrote the warning was probably afraid that Suzuran's mum would show up to fight Lappland if you put them near each other.

I need to go back and read that one when I have time.

Not sure if that's possible? And if it is, it's just going to be 'have two people hold the doors, gank the boss the instant it comes in'. Standard spam-DP and then nuke strategies.
