The anime was heavily focused on conveying a particular mood and atmosphere, Watanabe apparently would erase all exposition from the script and replace it with the various musical interludes. This is highly intertwined with the tone of the show, it feels like everything has a story but isn't being shared. In turn, that meant the show could really have fun playing with different genres.

The Netflix show expanding on certain elements of the anime, including giving it something of a proper Myth Arc, is not an issue. But making Vicious and Julia cast members with a C-plot to their own is what broke any attempt at committing to the tone of the anime. The only time it made an attempt at the genre shifts the anime would do was when it was trying to emulate the show shot for shot. It's kind of like JJ Abrams emulating the look of a franchise without understanding what the franchise itself was trying to emulate.
