x4 Meteo doesn't draw anything, he's just the writer involved with all the foreigners. The artist is Kouhaku Kuroboshi whose foreigner designs I don't like because they're all just varying degrees of tentacle waifus (for all my issues with Van Gogh her art is positively gorgeous and she'll always be the most foreigner looking foreigner to me)
