The trick with this would be, to my knowledge, finding tropes that have been commented out but not tags at the top of a page that have been commented out.

I think this would be particularly easy: Just program the wiki software to recognize potholes within commented out bullet points (that is, the parts of the article that are prefixed with "%%*") as "commented out examples".
I know this isn't impossible as I believe there are tools for programming language that are designed to obtain meta information about the code from comments formatted in a specific way.

How about a tool that shows you pages with commented-out tropes? Might be useful to lessen their amount.
