Why? They're barely relevant in the game now except in Mortal Empires.
That's... why they're getting re-work. Because they suck.

I mean pretty much every Old World faction has gotten buffs at this point.
You'd expect Wood Elves and Beastmen to get their big update together, what with their tying lore-rivalries to DLC packs.
But maybe they want to save the big Beastman rework for Warhammer 3, since that's the one that focusses so much on Chaos.
It's a WH2 DLC. Would be weird if it focused solely on WH1 races.

I imagine they’ll be the “good guy“ faction with a balanced, well-rounded roster perfect for new players when game 3 launches just as the Empire was in the first game and the High Elves were in the second.
Hopefully they get those big pass forts like the Empire and Asur do, too. There's multiple passes into the country from Norsca and the Chaos Wastes that they could be used for.
So, friend and I finished our stunty coop campaign today.
Afterwards we set up a small experiment to answer a question I've had for ages: What kinda battle map do you get if a Norscan settlement gains walls.
Well, I found the answer. Apparently you get a Greenskin/Dwarf settlement (friend whose army was inside told me the buildings weren't 100 % from the Dwarf *or* Greenskin version) with Empire walls.
My money was on either an open field battle or the game crashing, so I'm pleasantly surprised.
Now I can't guarantee that all walled Norscan settlements look like that and I don't really have the time and motivation to find out, especially since there are at least two other ways to create walled settlements in Norsca (Bretonnia and mods).
So I'm satisfied with the answer I got.
Welcome to Estalia, gentlemen.Well, that settles it. Whenever the Norscans don't spend the time to tear down a place's walls, Dorfs and Greenskins will fight over the area in the interim.
I would think that Norscan walls would be a mixture of stone and wooden palisades.
There are no maps for walled Norscan settlements, as Norsca can't normally get walls. If you attack a Norscan settlement, you get an open field battle
Welcome to Estalia, gentlemen.It's normally not a problem, since Norsca is almost impossible to conquer for mainland armies because of the cold attrition and the climate being too unfriendly (I don't think the AI ever really tries to attack Norsca) and most of your early game will be to conquer the rest of Norsca while raiding Imperial and Bretonnian towns for pillage money. And then when comes the time to go into the endgame and wipe out civilization, the idea is that you do so alongside Chaos to wipe out everything or have defeated Archaon and taken his place, making your armies near unstoppable.
You'd think so, but Mortal Empire's climate system turned Norsca into a joke - it tends to end up becoming free real estate for Bretonnia and various Imperial factions, in my experience.
Norsca is kind of a problem in general - it's not fun to play in due to its weird province setup, but simultaneously also too vulnerable to AI factions. And the AI sees climate more as a suggestion than anything else.
Not to mention that giving Norsca no walls was a stupid idea - walls are pretty much the only thing keeping the AI from beelining for specific settlements and usally, the first thing any player does, regardless of faction, is to construct walls.
The no-wall thing might have worked when Norsca was uncolonisable for anyone else, but it pretty much puts them at a disadvantage in Mortal Empires.

They were good when they first came out, but they've been left behind now that almost every race had a bunch of updates. They're probably getting something along with Warriors of Chaos and Beastman come game 3 (and even then current Norsca is still way better than those two).
