Because, to be blunt, he's a character few people have even heard of, and fewer give a shit about. Even among hardcore comic fans, Deadpool can be something of a controversial and divisive character.
Beyond that, Fox has shown a great reluctance to making X-Men movies where Wolverine isn't the main character. First Class was the only X-Men movie where Wolverine wasn't the lead. That's one movie out of 7. So clearly, until recently, Fox just really didn't give a wet shit about any other character in the entire franchise.

Another friend and I had to explain to her that he's very unlike every other superhero in existence because of his very comedic nature.
Yet though, I still see shirts of him. So he has to be at least popular enough to warrant a shirt.
Admittedly, Deadpool is the only Marvel character I really want to expose myself too. Maybe I can check out Spectacular Spider-Man, his own Video Game, Marvel vs. Capcom 3, and Hulk Vs.

For those that haven't heard, there will be a Deadpool movie. By "proper", I mean not what X-Men Origins did to the character.
I've heard it is because of Deadpool's fourth wall breaking ability being difficult to translate to a movie or something.
