Uh. I think I may have a fundamental misunderstanding here. The article says transgender in the title, but then says he identifies as queergender. Those aren't the same thing, right? Please inform me.
They are not. Genderqueer is a catchall for people who do not fit, or do not care for the traditional gender binary, and while it is a category which includes a laundry list of things, trans is usually not one of them - A trans person has a gender, and it fits perfectly well within the traditional binary.

I don’t care about the BS involving his portrayal in recent years, we are this close to a Titans adaption with all of the key founding members sharing screen time.

So coming sometime next year is the replacement for HBO Now and presumably DC Universe, HBO MAX.
Whether Titans migrates there or is canned when DC Universe is presumably mothballed into this new service is anyone’s guess, but they’re promising DC programming on it.
Nope, DC Universe will still exist. There's going to be some overlap — it looks like HBO Max will include the original programs of DC Universe, like Titans and Doom Patrol — but if you don't want it, you can still just subscribe to DC Universe.
The question is, why bother subscribing to DC Universe when you can sign up for another streaming service that has everything DCU has and more?
Because HBO Max is going to cost more than DC Universe — probably around $20 a month. Compared to DC Universe, which is, uh, $7 a month. Sure, you get less, but you pay less. Same thing with HBO Now (which is sticking around).
Also, the press release stated:

If they’re going to compete with Disney+, they will need everything. Combine the services into the Megazord of streaming.
Pretty crowded season so far
