Keep in mind that Mc Carthy opposed the Soviet Union because it was a leftist state, not because of its connection to Russia. The only thing that would bother him would be that Putin was ex-KGB, otherwise Putin's Russia is exactly the kind of state he would've loved to help create.

The Massachusetts senate has passed a bill to create state preference for net neutrality-abiding ISPs, establish an "internet service provider registry", and create a "Massachusetts Net Neutrality and Consumer Privacy Seal".
Not sure how much the latter two things help at this point, but they certainly don't seem to hurt.
