Why would it do that? If the Trump administration falls it will just be replaced by the Pence administration, if Pence somehow goes before Trump that he will be replaced by another Republican.
There is no world where there is a democratic president before 2021 and no world where a Republican does anything but their best to keep net neutrality dead.
I don’t know what you’re finding hard to understand, that all Republicans (not just Trump) hate net neutrality or that the Republicans cannot looses control over the executive branch until 2020 (and thus 2021 when the winner in 2020 is sworn in).

They should have sent a poet.You don’t just need to sweep down the line if sucession, you need the ability to do that, so you need the Dems to get a senate super majority of senators willing to keep impeaching until they hit a democrat.
So let’s be generous and assume that the Dems win big in November, by that I mean an unprecedentedly huge sweep that has never happened before in history, they take 6 seats from the Republicans, at that point you just need 11 more Republican Senators to resign or be expelled and be replaced by Democrats, then you could impeach a Republican when the next in line for sucession is a Democrat.
Because you will never get Republicans to impeach a Republican president without another Republican being next in the line of succession.
