I think that the trend started to gain force at that point in time, yes. Whatever the case, little girls in anime are not bad. It's when those little girls are given creepy sexualization and are object of inadequate fanservice that we should arm the barricades and rev the chainsaws.

I know I'm going to get a ton of flak for even mentioning something so innocuous, but Hyperdimension Neptunia mk2 is perfectly fine, right?
Some sentences that don't really go well together so I slapped bullets on them and called it a bulleted list:
- The youngish characters wear kinda revealing outfits and the game is rated M for that reason.
- Fanservice is not the point of the game.
- No I'm not posting this just because I don't like something nor am I trolling pleasedon'tshootme just asking a question and also I doubt this will get cut no I didn't flag it please allow me to reiterate that I'm not trolling no I don't consider this pedoshit unless it is in which case yes yes I do consider it pedoshit but if it's not then no I don't.

Although the scantily clad alternate forms of the CPU candidates and Blanc are pushing the risque thing a little bit. But on the other hand it is also true that the one pedophile in the game, CFW Trick, is a villain, and a very unsympathetic one at that.
Maybe not cut, but keeping an eye on it wouldn't be bad.

I've never played Hyperdimension Neptunia or Hyperdimension Neptunia Mk 2, but from what I've heard, it doesn't sound like something we'd need to cut. Comparing it to Strike Witches sounds about right.

It isn't, really. I have played them. The first one has horrible gameplay, but that's the only bad thing I could point out. The plot is surprisingly good, and the fanservice doesn't focus on lack of clothing, but rather on the fact that it is a videogame allegory of the Console Wars. Shout Outs everywhere. Fucking. Everywhere.
The second one is a bit more risque on the skin showing, but it still doesn't get that much focus. Some bikini scenes, obviously skimpy outfits on the main heroine and her friends (Though the youngest one have full body suits), one creepy guy who is a lolicon (And also, as I pointed, a completely unsympathetic villain that ultimately gets his ass kicked) and some Homoerotic Undertones between the girls from time to time... But apart of that, nothing else. The focus is still the Console Wars allegory.

I'd say it's fanservicey, but not porn (it was released as a console game that you can get most stores to sell above the counter), and given most of the characters are very obviously, ahem, femininely gifted, I doubt it's pedo pandering either.

And I thought Otomedius was bad about fanservice. How are these types of games getting released outside of Japan? It's games like these that make video game and anime fans look bad. (and what, they got notable voice actors for this crap?)
If it were just the first one, I wouldn't mind keeping it. But if the sequel got an M for DOA Xtreme-type fanservice and part of it stems from underage looking characters.....

The bump to M rating was not because of the young girls in skimpy clothing, if I remember correctly, or at least, it was only partly. The main reason for the M rating? CFW Trick, the lolicon villain.

My issue is that with these types of games is that it's Fanservice first, gameplay last. They localize these games to appeal to the perverted minds, and as a result, they're mocked relentlessly by reviewers. I don't really hate fanservice, just don't make it a priority over everything else.
With that said, I ultimately don't think either should be cut. They're disgraces to gamers, but not too hot for TV Tropes.

I'm not crazy, I just don't give a darn!@5214 Krazy Kopter: My problem with that argument is I see games get mocked by reviewers for being "just fanservice" when they aren't. (I remember Ar tonelico getting a lot of this, and I'm pretty sure I've seen it for Arcana Heart too.)
So when I see that happening for another game, I take it as a sign that there's something wrong with the reviewer, not the game.

Having researched that, it's basically a porno Qix. You cut the pieces to reveal images of women, sometimes completely naked and uncensored (although the images turn into screamers if you rush it). Any video that's on Youtube was censored by the uploaders.
Edit: Apparently there's a version that also has naked men too. Equality Fanservice, but it doesn't change much.
It's rather obscure anyways, I'm sure nobody would miss it.

There's been loli stuff - including porn - since like, the 70's. But it's more noticeable now that there's more stuff getting exported and especially 'cause of the internet.
Though I think that maybe the popularity of moe and such has made some of it a bit more popular than before.
