Because Nenshi's appeal is very love him or hate him (usually depending on city quadrant), and I suspect the people who voted for him in Calgary vote NDP anyways.
His protégé and successor Jyoti Gondek is generally seen as a complete failure of a Mayor, but to be fair Nenshi is a much stronger public speaker than her so her failures likely won't impact his future success.

The provision they are referring to is this: 318 (1) Every person who advocates or promotes genocide is guilty of an indictable offence and liable to imprisonment for life.
