Could be they haven't figured out the teams so they're promoting them specifically.
Unlikely, they've been pretty upfront about the DLC contents of all of their games. Plus, the tweet from the official SNK account reposting the announcement specifically lists 15 characters coming to XV, that's the 4 teams of Season 1 plus Rugal, Shingo, and Kim.

Maybe. While we're only seeing the individual characters, for all we know, Shingo and Kim could simply be there as shorthand for "Shingo's Team" and "Kim's Team," rather than it being an indication that it's only going to be them. It is rather early, after all.

According to it the season 2 DLC is comprised by Team 5: Shingo, Alice,Kensou Team 6: Kim, Gang Il, May Lee Team 7: Vice, Mature, Duck King and Team 8: Ryu, Chun Li, Luke(?) with Goenitz as freebie

Uni catOn the one hand, a Street Fighter team composed of Ryu, Chun Li and Dhalsim kind of makes sense: Ryu and Chun Li are going to be in no matter what, and Dhalsim is one of the series' primary crossover characters due to his iconic nature and unique playstyle. On the other hand, a Street Fighter team without a newer character does not make sense, given that Capcom would absolutely have wanted synergy with SF VI. It'd be easier to buy if it were Luke rather than Dhalsim.

Sincerely speaking, right off the bat? I don't buy it. Yeah, there's precedent in the collab in KOFAS, the SNK/Capcom illustrations shown off recently in EVO 2022, and obviously the Capcom vs. SNK team-up games from olden times, but my instinct tells me the leaker is just messing with us.
That being said, I wouldn't mind being wrong about it and if by some miracle, it somehow turns out to be a testing the waters of a new Capcom vs. SNK, then that's even better.

Oh, Season 2 won't add DLC teams, just individual entries. The DLC roadmap specifically shows Shingo and Kim as single entries instead of the extra teams from Season 1.
That is also another disappointment, it means the chances of getting surprising picks added are drastically reduced since those characters that have been a constant in previous games will get preference.
