Strangely, I almost have to mirror the Encyclopedia Dramatica article, in that I honestly think that he did a couple of funny pieces, but that once he started to actually take the shit he said seriously and start getting genuinely full of himself, he pretty much imploded.
To get to the root of your question, I think that in the beginning that it was, but then he sort of became the mask and just started ranting on things that he didn't like.

Dost Thou Desire the Power ... Glove? It's so bad.I don't know much about Maddox, just that I had an obnoxious ex-friend who took him completely seriously cited his rants as proof that (in friend's words) "all women are whores".
I don't hold Maddox responsible for the guy's douchebaggery, but I still have bad associations with him.
Groovy.Oh man, Maddox. I remember 2002.
Words cast into the uncaring void of the internet.I believe one of Ouzounian's purposes was to piss off unsuspecting readers/viewers who are offended that a person of his kind even exists on the Internets. On The Best Page In The Universe, he even posted "hate mail" from "fans", which arguments he proceeds to tear to pieces using the same logic he uses when writing his articles. From what I can gather, he seems to be genuine with his opinions but has a "don't give a fuck" attitude to things, which is why he was hailed as an "idol" of sorts.
The Best Page In The Universe was the first website I've ever been which offended me greatly (way back in 2003 or 2004), but it was an eye opener. Since then I learned to accept the World Wide Web isn't a bed of roses.

I like to think of Maddox as kind of a foil to Gene Ray (of Time Cube fame) with regards to the early history of the World Wide Web; Ray is a predecessor to all the people online who say crazy things with the expectation that others will eventually agree with them, in the same way Maddox is one to people who say crazy things with the expectation that others will either laugh at the joke, or get massively offended, though it seems the latter has now become a bit more like our crazy buddy Gene.

Maddox's earlier material (thankfully mirrored on the site itself) is essentially this. I read some snippets of his book, The Alphabet of Manliness. It's pretty cool, but yeah, he's full of himself (not to mention updating his site maybe twice a year now).
Little hamsters, big adventures.
Call me an idiot, but I don't exactly get the point of his satire.
I mean, is it a parody of people who make pointless rants on the internet?
