What is the cooldown on this larger form? How long is the duration inside which he cannot use abilities?

A little over four weeks (although Samuel can sacrifice most of his energy to cut down this time to just under half that, but it makes him sick and prone to infection). During which time, he is only capable of flight. Also during that time he is a LOT easier to injure.

Looks fine to me then. Just remember Sue/Stuism is as much in execution as in concept. If you're worried about that you'll have to make sure to play him right lol.
I'd say 'accepted', but as there is not much going on in the RP right now (which I plan on changing shortly) you can afford to wait for The Mighty Bindle to accept it himself.

I have a question as to how the combat in this is going to work. How does one win these fights? Will we be fighting against each other immediately?

You're fighting against NP Cs controlled by G Ms. Basically you do your best and follow your own judgment on what attacks heading your way will hit, what will be effective, what will miss or be shrugged off, etc. The GM does likewise with the NPC you're fighting. AFAIK there will be no 'official' player-versus-player combat, though if there were I imagine it would follow similar lines.
Please don't RP a perfect match every time.

Name: Samuel
Age: 16
Gender: Male
Appearance: Looks younger than he is, due to his short size, thin face,and large, light brown eyes. His hair is dark brown and constantly messy so he keeps it cut less than an inch in length.
Personality: His personal motto seems to be, "Ambivalence is preferable to good or evil". He is quiet and calm, preferring to use strategy to take down opponents.
Background: Aftet birth, as happens to every youth in his family, he was left at a well that is believed to be a portal to the "Other realm". When his mother and father came the next day to get him, they found him wrapped in silk cloth with a note stating, "Here is my favored subject, he shall serve your son faitfully." Sleeping on their son's chest was his companion. In school, he was made fun of for having such a small bond creature. He was driven to the fighting circuit as a way of reclaiming some sort of dignity after being attacked and nearly killed by several other boys for reasons he refuses to divulge.
Other details: Constantly wears a choker with what appears to be a Celtic knot/Witch knot pendant. Enjoys various jackets.
Name: Selvain
Appearance: A small, fairy-like creature. About ten inches tall, this companion looks like a small male with white hair and winding markings all over his body that grow and recede and move under his skin. He wears various miniature items of clothing that not even his bond mate knows the origin of, though he prefers simple loincloths.
Abilities: Can summon and manipulate crystals for attack and defense, although without his presence they slowly disappear. He is much more durable than he appears and, with time, can heal others. Also, as a last resort, he can take a larger form for around 5 minutes, during which his speed and strength are increased to more-than-human levels. After this, he can not use any of his techniques without causing almost fatal psychic backlash to Samuel, which he is desperate to avoid.
Sentient: Yes
Personality: Capricious and apparently lacking a sense of shame, this Companion a complete opposite, yet complement, to his bond mate. He is intensely loyal to his bond mate and will protect him at all costs.
Other notes: The odd way in which he was found with his bond mate has made Samuel's family suspicious of him.
Edit: it seemed unfair for him to be so small, as opponents wouldn't be able to hit him. I made him slightly bigger.
