Apparently, Team Rocket was attempting to breed a Pokemon army using Doctor Fuji's notes. The Rayquaza was one of the many failed test subjects. Some trainer guy attained some of the residue from...I dunno, a grunt? Anyways, he traded me this "useless rock" for a Potion. I recognized it immediately and attempted to resurrect it using this revival machine!
