I'm familiar with it, but I can't really think of something that makes sense.
Would googling "Russian Inception" help? Is the song sung by a band? Is the singer female?

It is done by a band of some sort, with a non-female singer.

The Inception meme does not refer to a Show within a Show.
It occurs to me, this round may require more general knowledge than most people have, so we're relaxing the special rules. Feel free to ask general questions about the song and anime from this point forwards.

The anime is <= 12 episodes long, so it surely ain't a long runner.
It is not related to Pokemon or Digimon. In fact, you've probably never even heard of it.
You may have seen bits and pieces of it here and there though.
It aired after 2005-which is pretty important since part of the plot is an allegory to events that have occurred since then!

-The anime has mons, but it's not pokemon or digimon. And there are no mecha in the series, though one of the mons is kind of like a mini-mecha. But not really.
