- a giant monkey showed up and an old man blew up the moon (and all of the ecological problems that likely occurred after)
- Tambourine explicitly murdered one of the participants
- the son of the creature that released an army of killers on the world and threatened to destroy cities showed up, and tried to kill everyone
- Nappa blew up a city
- Cell threatened to blow up the world
- Two guys showed up, beat up Videl, and injected Gohan
- two small children showed up with superpowers
- and Vegeta even blew up a good amount of people for no good reason (albeit, this might have been erased from their memory by wish)
I suppose that was a different audience, but you get my point. It wouldn't be without precedent.
I also get yours but, let's be real, they're going back to the tournament after this, just with some emptied slots.

Cell's tournament wasn't even attended by spectators and the 25th Budokai was over by the time Vegeta did what he did
Goten and Trunk's fight isn't an example of an interruption no one is bothered just startled
Videl's fight is pretty normal — but just a bit more brutal than what they'd expect

He didn't even finish one fight before he threw out the rules and it became the same as any other fight in DBZ.

I'm gonna need a source on that one. I'm not saying the stories going to end anytime soon, but enough characters and spectators have died at this point that the whole "We have to fight because it's a wish fulfillment tournament" excuse would just feel hollow.

As much as I'm not a fan of that particular story arc, I don't think it's fair to call it filler.
It could have stood to be shorter. The comment has been running for 12 or 13 years and that stupid arc took 4.
