- Alternative Character Interpretation: Did Kai Winn genuinely believe that the the D'Jarra caste system should be re-introduced to Bajor, or did she just see it as a convenient way of keeping Bajor out of the Federation? Considering that she's both traditionalist and Machiavellian, it could well be both.
