In the first episode Mackey seems to almost directly quote Gibbs' rules 6 (Never apologize, it's a sign of weakness) and 18 (Better to ask forgiveness than seek permission). Either her and Gibbs have very similar mindsets or she has worked with Gibbs or someone who knew him and his rules
