The clouded areas in the map are for future unreleased bonus provinces.
In each Continent Map up to the Future Era, there is a clouded area that cannot be unlocked even after the main story is finished for the era. There is one in the "Old Ages" (directly east of the town) which will presumably be for the Colonial Age. There are two for Progressive Era (Scandinavia and what appears to be the Balkans), one for the Modern Era (presumably China), one for the Postmodern Era (what looks like Thailand or Myanmar), one in the Contemporary Era (the Indian Subcontinent), one for Tomorrow Era (what seems like Chile/Argentina) and one for the Future Era (Egypt/East Africa).

My prediction for the "Old Ages map" involves the player dealing with maritime trade, conquistadors and pirates. It will be presumably be based on Colonial Era Spain. The Progressive Era will have two simultaneous quests. The Scandinavian quest may deal with the "Winter War" between the USSR and Finland, and the Balkan quest may involve the Ottoman Empire of some form. The Modern Era BQ might appear after Ishiwara's provinces are conquered, leading to a Civil War to erupt between Nationalists and Communists that you have to sort out. The Postmodern Era one could possibly involve opium trade in the "Golden Triangle" of Southeast Asia or a military dictatorship similar to Burma. The Contemporary Era quest could involve the War in Afghanistan, a potential Pakistani-Indian war, or the Iran Nuclear Deal. The Tomorrow Era map may involve illegal logging set in the Amazon, and the Future Era could involve modern piracy or possibly the Suez Crisis (considering that one of the clouded areas seems to be Egypt).
