SVU tries to track down a fugitive rapist (Will Chase) on the loose in Havana, Cuba and must dodge political controversy when Fin is accused of kidnapping the perp when he crosses international borders to apprehend him. Since all of the previous victims refuse to testify, Benson must rely on a singular victim (Amy Smart) to help put him away. Meanwhile, Benson is confronted with shocking allegations against herself that see her ex-boyfriend/partner Brian Cassidy return to investigate her life and said allegations.
