• Wouldn't the Treaty of Alliance between the United Federation of Planets and the Klingon Empire have some sort of extradition clause to arrest and deliver criminals (after an extradition hearing) wanted by either government, which would require Sisko to arrest the Duras Sisters and hand them over to Gowron?
