Headscratchers / Challenge of the GoBots

• In "The GoBot Who Cried Renegade", why does nobody believe Scooter when he tells them that Billy was kidnapped? I understand why they don't believe his Renegade Detector (they don't know the Renegades sabotaged it, so they assume that it's malfunctioning), but Scooter saw Billy get kidnapped with his own eyes, and HE hasn't been lying.
