The salarian Councillor, Valern, contacts Fail Shep to tell him that he has reason to believe that Udina is corrupt and would like Shepard to go to the Citadel to discuss this in person. When the Normandy arrives at the Citadel, Joker's requests to dock are denied. A distress call by Commander Bailey explains why: Cerberus has taken over the Citadel. Fail Shep takes the Kodiak to C-SEC headquarters to stop Cerberus.
Fail Shep rescues Bailey from Cerberus. Bailey explains that the Cerberus Coup began immediatly after Valern arrived at C-SEC HQ to discuss something with the C-SEC Executor.
Fail Shep fights his way to the Executor's Office. The Executor is dead, but Valern has used a cloaking device to escape. Fail Shep reaches Valern, who confirms that Udina is behind the coup. Suddenly, a Cerberus assassin named Kai Leng Kai Lame shows up and kills Valern.
Shepard pursues Kai Lame via skycar, who is trying to kill the rest of the (non-Udina members of the) Council. Lame destroys Fail Shep's skycar with a sword, so Fail Shep has to go on foot through the Citadel Presidium.
I'm 99% sure that Phantoms can't One-Hit Kill you in Narrative difficulty.
There's a brief sequence where Fail Shep rides on top of an elevator to stop Lame from reaching the Council. There's a bit of an awkward situation where Kaidan doesn't believe that Udina is working with Cerberus and pulls his gun on Fail Shep. Things get even more awkward when Udina shows doctored footage of Fail Shep killing Valern.
Fail Shep shoots Kaidan and Udina dead and the Asari Councillor pledges asari support for the Crucible as a reward. It also turns out that Bailey and his men managed to scare of Kai Lame, so there was plenty of time to talk this over.
Back on the Normandy, Hackett forwards Fail Shep an email where the Crucible scientists express concerns about strange behavior the rachni have been engaging with. It's probably just part of a subplot that will lead to the Breeder finally being added to my war assets.
Also, Traynor informs Fail Shep that Grissom Academy has been destroyed and everyone aboard it, including novels protagonist and Anderson love interest Kahlee Sanders, is presumed dead.
Funny, Fail Shep never knew that Grissom Academy was in danger in the first place. You'd think Traynor would tell him this. Does she expect him to actually talk to her when she mentions finding something odd?
