This battle pulls out all stops. Statuses that can't be cured, hard hitting boss with cronies, Dekunda, Dekaja, and of course, Dragon Eye. It almost seems like there is no weakness.
But there is, sort of. Most of the attacks that both Baal and her cronies use are magic based. A little Makarakarm shows just how Frightless Baal really is in the end. It's not 100% though, and you can still be killed within a turn even with max buffs, debuffs, AND Makarakarm. You'll want to kill off the Ose ASAP so that Dragon Eye stops being cast. Once he's gone though, this boss ceases to be a threat. She does use Beast Eye once both of her cronies are down, but that's it. And no, she doesn't do it the way Mot does, so no worries. She also has death magic, but by now you should know how to deal with it. I used Tetraja, but that's probably overkill.......Probably
So basically, buff up, debuff, then when the time comes, Makarakarm +kill Ose. That'll work about 80-90% of the time.
Just for closure:
Eh, you really shouldn't have trouble with him. Although it is worth noting that he sometimes (but rarely) uses his 2nd press turn when he casts Infinite Light. He also seems to still be able to use Dekunda, although it is even more rare than it is in his first phase.
Even with those things though, you'll not have too much trouble.
