6* AbuseMistake: Eugene thought Varian kidnapped Rapunzel and it looked like he strapped her to a torture device.
7* BaitAndSwitch: With Varian mumbling importantly into his magnifying glass, you'd think he has something interesting to say about Rapunzel's hair. He doesn't.

9* BunglingInventor: Varian doesn't seem to know what he's doing half the time, and as a result, his inventions tend to fail and end up being destructive.
10* CannotKeepASecret: Eugene is terrible at keeping secrets, which is just one more reason why Cassandra doesn't want Rapunzel to share the details of how her hair grew back. Rapunzel ends up telling him, and he promises not to reveal it.

Varian is built up and said to be a wizard who is dangerous and intimidating and wore a mask to give him that appearance, but much to Rapunzel's disappointment, he's just a whiz-kid who happens to be an alchemist. However, he turns out to be a nut-job who doesn't seem to know what he's doing, so in a way, he is dangerous.
19* OhNoNotAgain: Varian's father reacts this way when he realizes that Varian's invention has endangered the village and his son again.

To be fair, the table shakes and moves a lot, so the strap was clearly there for her safety rather than restraint.
