Katniss speculates this was done on President Coin's orders to warn everyone (including Plutarch and Fulvia) that she was in charge, and to send a clear message about what would happen to those who didn't obey her. In the movies, this doesn't happen since the Prep Team is AdaptedOut, and Effie takes their place where she is neither beaten nor mistreated.
