It also seems that when the player is not in control of him, he defaults to behaving like this.

The harsh measures he favors for quarantine, and his focus on a vaccine rather than a cure, cause a lot of suffering; but they are not bad ideas.

He's inclined to be dismissive, especially of things that don't fit his worldview, but many dialogue options suggest that he cares about people and is just too socially inept to express it in a reasonable way. Daniil also tends to call small children "pumpkin" and dislikes the idea of turning Clara over to be tortured. He also has numerous quests that allow him to help others to his own detriment. Finally, the entire reason he came to town is that he hoped to find the secret to immortality and spread it ''to all of humanity''.
