[[folder:Issei Hyoudou]]
The current Sekiryutei and host to both Ddraig and Ghost, Issei was once an idealistic child with aspirations of starting his own harem, only for an incident to occur where he was betrayed by those close to him, leaving him a bitter and broken young man. Just wanting to be left alone, he's forced back into the world of the supernatural when he comes to realize the current heads of Kuoh can't take care of themselves.
----
* AbhorrentAdmirer: At first, his "Nee-san" Jasmine absolutely hated him, namely because he was a 10-year-old constantly following her and asking her to be in his harem no matter how much she told him to piss off. She eventually relented after learning his concept of a "Harem" was different than the standard and figured she could use the financial aid he'd provide, but even then his behavior still irritated her to an extent.
* AdaptationalAngstUpgrade: Due to an incident when he was 12, Issei is much more bitter and closed off, up to abandoning his dreams of a Harem and becoming a {{Hikikomori}}.
* AdaptationalBadass: While he was no slouch in canon, here he is easily considered one of the most powerful beings in the setting, and was apparently considered as such at ''14'', with it taking all the Maou, Michael, ''and'' Azazel to successfully subdue him, and not without permanent injuries to each of them. [[DeconstructedTrope Deconstructed]] however, as its pointed out that means that there are equally few people that can help him face things that are genuine threats (physical or political), furthering his feelings of isolation and the damage to his psyche.
* BerserkButton: Saying [[SeriousBusiness asses are better than breasts]]. Vali mentioning it just to goad him was enough to send him into a rage and immediately shrug off the stun he was going through, and even as Jasmine was making him fall unconscious by [[ThanksForTheMammary having him grope her]], every time she stopped he immediately resumed his rant.
* BrokenAce: Issei is one of the strongest characters in canon, even moreso here thanks to training from an earlier age because of Ghost. However, his DarkAndTroubledPast has left him severely broken, to the point he remained a {{Hikikomori}} for roughly 5 years.
* BrutalHonesty: Issei has a hard time sugarcoating things, and while his remarks tend to piss people off, there usually is a good deal of truth in them. His nicknames tend to be a good indicator on his opinions of someone.
* DarkAndTroubledPast: While there are still many things absent from it, his childhood appears to have taken a rough turn after he was betrayed by his friend "White". [[spoiler:White drugged him then attempted to [[RapeAsDrama rape him]] and turn him into a devil in her peerage after being aided by a member of the Phenex family, then attempted to kill him when trying to recruit him while living failed. When that failed, she turned the accusation around on him and made everyone think he raped ''her''. Those that believed him, she went after, forcing them to abandon him, and those that didn't turned on him and sided with her. TheAlliance meanwhile couldn't touch her and effectively had to leave Issei out to dry, causing him to snap and go on a rampage in the underworld. It took the combined might of all four Maou, Azazel, and Michael to restrain him and calm him down, the six of them all receiving permanent scars in the process, and half the underworld razed beyond recognition.]] Once stopped and able to realize what happened, Issei practically shut down and [[{{Hikikomori}} locked himself up at home]], and refused to trust anyone ever again.
* DragonHoard: Thanks to his dragon physiology, Issei has taken to behaving like an actual dragon in some aspects, including keeping a hoard. His subspecies of the Boosted Gear, ''Endless Crimson Hoard'', reflects this perfectly. Outside of items though, he has some level of hoarding in regards to ''people''. Anyone Issei comes to feel responsible for or truly care for he'll subconsciously consider apart of his hoard, and should anyone touch them, he will engage in a RoaringRampageOfRevenge with zero regard for anything else. [[spoiler:So when the Fallen Trio kidnap Asia, someone he'd come to see as part of his hoard after being around her and coming to like her, he proceeds to annihilate them as he rescues her.]]
* TheDreaded: The Biblical Factions don't necessarily fear Issei, but rather the Sekiryutei. [[spoiler:After his rampage in the underworld necessitated the Maou, Azazel, and Michael joining forces to stop him, most believed they had killed the Sekiryutei. The destruction he caused left a permanent impact on all three factions, making many fear the power of the Sekiryutei, and TheAlliance in turn hiding his continued existence for the sake of making sure no one attempted to attack him for what he'd done.]]
* EtTuBrute: [[spoiler:While he was furious to learn that TheAlliance, even Grayfia, knew Ichirou was not only alive but in the service of Carnelian, he can only sound ''broken'' when Kuroka reveals she, Vali, and Jasmine knew too. He can only let out an emotionless laugh as he realizes that even the people he thought would never lie to him did so for years.]]
* EvenBadMenLoveTheirMamas: Despite his abrasive behavior, the one person he cares about more than anything is his mother Asami. Going after her is the fastest way to get on his shit list, and while he'll still act rude towards her, she's the only one he ever openly shows his HiddenHeartOfGold to, and allows her to constantly DopeSlap him when he screws up or says something rude. On a more comedic note though, one of the fastest ways to get him awake is to claim Azazel is trying to charm her, in which he'll immediately wake up and threaten bodily harm on Azazel.
* FatalFlaw: '''WRATH.''' Issei's biggest issues relate to his anger, ability to hold a grudge, and the immense amount of hatred he carries. While he hides it behind his MaskOfSanity, the moment something even tangentially related to his trauma comes up, the mask slips and comes close to snapping again, and becomes a danger to himself and everyone around him. Even in situations where his feelings would be justified, they're so all-consuming that they end up blinding him to things like nuance or circumstances in favor of his own rage and pain. As a result, the people around him regularly have to walk on eggshells to make sure he isn't set off, but all that does is earn his condemnation since he sees it as them trying to placate him for their own screwups.
* ForgivenButNotForgotten: '''''{{Subverted|Trope}} big time.''''' Issei refuses to forgive TheAlliance for abandoning him during his DarkAndTroubledPast, and while he ''can'' be civil with them, namely Azazel, they are on the ''thinnest'' of ice, and if he even ''thinks'' they're using him in one of their schemes, he will give no mercy. His inner talks with Ddraig make it clear that he ultimately thinks very little of them anyway, that they'd let him get away with anything if it meant getting back into his good graces, and that they're ultimately a bunch of unreliable and incompetent idiots.
* TheFriendNobodyLikes: The best that most people can do is ''tolerate'' Issei, and at times feel pity for him. They have no choice but to be near him, however, either due to being his classmates or working with him. The only ones exempt from this are those aware he's hiding a HiddenHeartOfGold and really is a BrokenBird, including the faction heads, Gasper, Asia, and Rias. Even they have their limits, though.
* GenerationXerox: When Ghost first met Issei, he saw a lot of himself in the kid, and after getting stuck as the Blind Eternity, wanted to make sure Issei didn't turn out like him. Thanks to "White" though, he failed. Issei at present is heavily reminiscent of Ghost in behavior, constantly snarking and screwing with people to hide his own insecurities, and even sharing a similar origin story [[spoiler:with both going on a rampage after being driven mad by someone they trusted hurting them.]]
* {{Hammerspace}}: His variant of the Boosted Gear is a subspecies dubbed "Endless Crimson Hoard", allowing him to store any material small enough to fit in a hiking backpack inside the Boosted Gear. Thanks to training so that he can manifest and de-manifest his Sacred Gear instantaneously as well as activating it behind his back, to most people he just seems to randomly pull shit out of nowhere.
* HaremSeeker: As a kid, he really wanted to make a Harem out of a desire to avoid being [[HatesBeingAlone lonely]]. He'd typically only approach someone about it once, and if they refused he'd leave them alone. Certain people like Jasmine however he'd be unable to accept no for an answer, with Azazel thinking its because Issei realized Jasmine has something he ''needs'' more than anything, even if only subconsciously. This behavior though has gotten him into trouble sometimes, namely when he asked Tiamat, and her response was to try and jump his 10-year-old bones. Nowadays, however, he's abandoned his dreams of a Harem entirely.
* HatesBeingAlone: Contrary to his current behavior, Issei as a kid hated being alone, his first meeting with Ghost being after Irina moved away to Italy and he was lamenting being alone. Even his idea of a Harem at that age was less about sex and more about being a family that cared for each other, meaning his concept of a Harem was simply a desire to not be lonely. [[SubvertedTrope In the present, however]], he wants nothing more than to ''be'' left alone.
* HatesBeingTouched: Or rather, hates being touched without warning. Touching Issei without permission tends to send Issei into TranquilFury, but so long as he is warned and can prepare for it, he can handle it. The only exceptions to this are Asami and Asia, Asami due to Issei still having a soft spot for his mom, and Asia due to being a DragonTamer. [[spoiler:Rias and Akeno later realize individually that this stems from a fear of being close to people, and that Issei specifically hates being touched out of fear letting someone close to him will just hurt him again.]]
* HiddenHeartOfGold: Issei purposely acts like an asshole to push others away, so that they can think he doesn't need help and so they won't want to be near him. The facade falls apart when he goes out of his way to help people, however, showing them that to an extent he actually does care, and in turn making them try to get past his rough exterior. Raynare, Gasper, Asia, Rias, and Akeno are a few that managed to figure this out, but only Gasper, Asia, and Rias actually want to help him rather than still get irritated.
* {{Hypocrite}}: Most of Issei's behavior makes him a walking contradiction. He's desperate to be left alone so he can NeverBeHurtAgain, but can't sit idle when there's people he could help. He hates liars, but he's fully aware he's one of the biggest liars there is, causing him to hate himself. He acts like a massive prick to keep people away, but is very self conscious about what others think of him. Most of his behavior is a result of him trying to put on a tough exterior but his HiddenHeartOfGold constantly breaking through.
* IrrationalHatred:
** Issei hates two things with little exception: birds and the color White, the sole exception to the latter being Vali. When Kiba tried having his Falcon familiar monitoring him, Issei noticed and did [[NoodleIncident something]] to it that required it take a day off, only for Issei to spot it again thousands of meters above him, and cause the poor Falcon to refuse to ever return to Kuoh again. [[spoiler:Both become {{subver|tedTrope}}sions with the revelation both were involved with his DarkAndTroubledPast: his former friend "White" is the one who caused it, and a useless "Bird" (Riser) helped facilitate the incident.]]
** More PlayedForLaughs, but Issei ''really'' hates his showerhead. Only because he keeps trying to [[SuicideAsComedy kill himself by drowning in a shower]] and keeps failing. [[SuspiciouslySpecificDenial And he's not doing it just because Asami called his bluff when he used that as an excuse to justify his long showers while depressed, and he's certainly not still trying just to prove her wrong.]]
** Also, PlayedForLaughs, [[{{Pun}} puns.]] Thanks to Ghost spending ''three weeks'' making nonstop puns, Issei and Ddraig have a seething hatred for them. Issei actually considers them worthy of being added to the Geneva Convention and wants to launch a crusade against them so he can KillItWithFire.
* IShallTauntYou: One of Issei's key actions against people he doesn't like. [[spoiler:Especially prevalent during Riser's wedding when he's drunk and mocking the Devil Nobility who were supporting White and have been screwed over by her in the long term, while he has access to what they want.]]
* JerkassHasAPoint: What annoys people the most about him. Despite stating things in the most tactless way possible, it's noted he's rarely ''wrong'' in his assessments, quickly identifying other peoples {{fatal flaw}}s and wasting no time in letting them know about it.
* LaserGuidedAmnesia: After believing he was responsible for [[spoiler:Baraquiel being unable to save Shuri and Akeno, he spent weeks without sleep trying to track Akeno down.]] As this was detrimental to his health, Azazel, Ghost, and Ddraig worked together to erase his memory of [[spoiler:Akeno]]. The effects aren't permanent, however, as just being near [[spoiler:her]] is causing Issei to get a nagging feeling in the back of his mind.
* ManipulativeBastard: In a case of {{irony}} considering what happened to him, Issei himself has become no stranger to manipulation tactics for the sake of ensuring he's left alone. Having little faith in the Maou, Azazel, or Michael, he's secretely begun setting into motion plans to both protect himself ''and'' undermine TheAlliance if need be. [[spoiler:One such plan being his attempt at stealing Raynare away from Azazel with promises of power.]]
* MaskOfSanity: While he puts on a front that makes it look like he ''has'' recovered somewhat after what happened, it's all for show. He's still ''severely'' unstable and at constant risk of another rampage, which nearly happened when Asia was kidnapped. It's because of this that Ajuka tells Sirzechs his plan to have Issei stop Rias' engagement to Riser won't work. The mere sight of Riser would likely set Issei off to the point that, even with the Phoenix's regeneration, Riser ''will'' die to Issei, and the Underworld will be ravaged in the process, a massacre occurring that not even the Maou, Azazel, and Michael would be able to stop.
* MoralityPet: One of the only people capable of tethering him to sanity is his mother Asami. The moment anyone suggests touching her though, he risks losing it, and should someone actually go through with it, he completely snaps. [[spoiler:Later on, Rias and Asia both subconsciously become ones to him, Asia due to being a DragonTamer and a part of his hoard, and Rias due to her refusal to give up on helping him granting her some respect and a soft spot for her.]]
* TheNicknamer: Issei has a habit of giving everyone but a select few nicknames. According to [[AlmightyMom Asami]], Issei does this because he has trouble remembering their names otherwise, and that the nicknames all have some level of basis behind them.
* NoodleIncident: Issei has had some rather... ''peculiar'' moments in his life.
** He's apparently punched a Seraph in the face before. [[spoiler:Raynare thinks it was during his rampage.]]
** He approached Tiamat and requested she join his future harem when he was 10 years old. Her response was to try and jump his bones. The incident scarred him mentally and makes him jumpy when she's brought up. Not helping matters is that they're technically engaged. According to Jasmine and Kuroka, it has something to do with their "natures" lining up perfectly, and that since Tiamat had been suppressing said nature long enough to forget she was even doing it, reawakening it turned her into a {{tsundere}} intent on jumping his bones.
* OnlyFriend: Or rather, friends. After his DarkAndTroubledPast, Issei had difficulty making and maintaining bonds. He has very few true friends anymore, being Vali and Sairaorg, the former of whom is largely acting as Jasmine's bodyguard, and the latter of whom he has little contact with anymore due to "White's" machinations. [[spoiler:Riser, Yubelluna, and Ravel used to count among this number before his "incident", upon which he stopped considering them such. While initially he outright despised Riser, he now largely feels apathy towards him, same for Ravel and Yubelluna for "abandoning him" when they claimed they'd try to help him but were forced to remain silent.]]
* OOCIsSeriousBusiness:
** Normally Issei's reactions are reserved to large outbursts when annoyed or TranquilFury if he starts to get pissed. When he's truly enraged however, all emotion leaves his features, his eyes dilate, and he loses any concern for anything outside his goal. Said behavior is also a sign he is just shy of SanitySlippage, and the only thing that can stop him from fully reaching that point is if someone can manage to find a spark of humanity left in him or offer something else to stop him from going too far.
** [[spoiler:After managing to save Asia and operate on Asami and Raynare, Issei retreats to his room without anyone else noticing. Unlike other times though, he simply sits in front of a blank screen and scribbles nonsense while thinking he's reviewing porn, his voice and demeanor making him look dead to the world. By this point he's entire complete psychosis, and it requires Asia and Rias, the only two people Ddraig thinks can calm him down, to give him a CooldownHug and lay with him on the couch until he can pass out.]]
** Issei normally holds TheAlliance in contempt for his belief they abandoned him, and is very hard pressed to have ''any'' concern for them in the slightest. Yet of all of them, ''Grayfia'' is someone he seems to have a soft spot for, showing open concern for her when she tells him that she and Sirzechs are planning on revealing something that could drastically change their standing.
* PetTheDog: While Issei may come across as an insufferable {{Jerkass}} half the time, he acts nicer to people similar to him: [[BrokenBird broken]] and honest. Its thanks to this that he can get along with Gasper and Asia.
* PlayingWithFire: As a Dragon-hybrid, Issei has a natural affinity for Fire. While he's a tad rusty after not using it for five years, he's still skilled enough to create sentient dragon-shaped constructs, something Sona is still trying to manage with her water constructs.
* PreAssKickingOneLiner: Issei gives one to Viser before tearing her up from the inside out.
--> '''Issei:''' "Oi. Monster drug bitch. A bit of trivia.\
The words "I'm a medic" are synonymous with the words "I know how to fuck with your insides."\
I'm fucking you.\
Start screaming."
* PsychopathicManchild: {{Play|ingWithATrope}}ed with since he ''is'' a teenager still. Issei may have developed ''intellectually'' much faster than someone his age, but he lacks the ''emotional'' maturity to match it, not helped by his DarkAndTroubledPast and subsequent isolation leaving him emotionally and socially stunted for years. As a result, when you put aside his surliness and acerbic nature, he's ''very'' emotionally immature compared to his would-be peers, to the point that even those younger than him like Koneko, Asia, and Gasper, seem more mature than him at times. This just makes it all the harder for others though since he's someone with the emotional maturity of a child and the power of several nuclear warheads, mixed with a HairTriggerTemper, causing people to unintentionally treat him like an explosion waiting to happen, which causes them to try and keep him in the dark about things that they fear will set him off, only to earn his enmity for keeping it from him in the first place.
* RedRightHand: Issei's right arm is always covered by a white bandage like cloth. Publicly, he claims his arm was severely burned in an accident. In truth, however, his hand is covered in a sealing cloth from Heaven meant to seal away the Blind Eternity Sacred Gear, and with it, Ghost.
* SanitySlippage: Whatever happened in Issei's DarkAndTroubledPast, it caused him to legitimately ''snap''. Issei was permanently broken by what happened, and while he's somewhat functional now, he is at constant risk of snapping again should any of his remaining tethers to sanity be damaged. [[spoiler:When Gasper sees his eyes upon Issei realizing Asami was attacked, he comes to realize that Issei was never like Gasper had been, that he had legitimately snapped at some point. Koneko later confirms for him that Issei was close to snapping again after feeling his Ki flare.]]
* SecretlyDying: [[spoiler:While his physiology may be closer to a dragons now, he ''is'' still human, and has the lifespan of one. As the Juggernaut Drive however is a DangerousForbiddenTechnique that drains the lifeforce of whoever uses it, and Issei first used it during his rampage at ''12'' for roughly three hours, his lifespan has been irrevocably shortened. As Carnelian herself points out, even if Issei is a prodigy at using the Boosted Gear, he would have long been ''dead'' already were it not for his knowledge of senjutsu, medical magic, and Presence use, all of which allowing him to redistribute his remaining lifespan, but she doubts he has more than five-to-ten years left alive at this point, something he doesn't contest. It's implied ''that's'' why she offered him a mutated Queen piece when they reunited, since turning him into a devil would extend his lifespan, even if him accepting her offer after what she did was nigh-impossible.]]
* TeenGenius: Thanks to Ghost's advice, Issei used the Boosted Gear to speed up the rate he learns, allowing him to reach a high school level in a matter of months. By time he was nine, he was already prepared for college. The only reason Asami and TheAlliance were pushing him to attend Kuoh was to try and get him out of being a {{Hikikomori}}, rather than any need to learn.
* ThisIsUnforgivable: He doesn't care what circumstances were behind their actions, he doesn't care how much they want to try and atone for what happened, in Issei's eyes, TheAlliance hung him out to dry and are just trying to get on his good side again for their own ends. Any good relationship he had with them is all but gone, the closest still remaining being Azazel, but even he's on thin ice. It reaches the point where [[spoiler:he's begun plotting behind their backs thinking they're too incompetent to be relied on, even openly telling Ddraig he is planning on stealing Raynare from Azazel to be his own lackey, with Jasmine later saying Raynare's life effectively belongs to him. It's implied this sentiment has extended to Vali, Kuroka, and Jasmine too upon learning they all knew Ichirou was alive, but didn't tell him.]]
* TraumaButton: He's got several, mainly that he HatesBeingTouched, and the color White.
[[/folder]]
[[folder:Ddraig, the Welsh Dragon]]
[[quoteright:230:https://static.tvtropes.org/pmwiki/pub/images/ech.png]]
[[caption-width-right:230:Endless Crimson Hoard]]
The Welsh Dragon of the Heavenly Dragons, Ddraig was sealed within the Boosted Gear upon being killed by the Biblical God, destined to have his wielder's do battle with his rival's wielders. His current wielder is the young Issei Hyoudou, though he is unwillingly joined by the retainer of Zuzushi, Ghost, much to his exasperation.
----
* TheGhost: An InUniverse version. While the Sekiryutei is often brought up by many characters, just as many are unaware that Issei is the still-living Sekiryutei, they are just as unaware of Ddraig's presence. Since his presence would automatically give Issei's identity away, he has to stay silent until only Issei or those in the know are around. [[spoiler:When he finally makes his presence known, he omits his identity and just claims to be the spirit in Issei's Sacred Gear, forsaking hiding after Issei's near SanitySlippage left Ddraig unable to get through to him and requiring Ddraig to ask Asia and Rias to calm him down.]]
* NotSoAboveItAll: While he's usually the OnlySaneMan to Issei, he'll gladly let Issei use the Boosted Gear as {{Hammerspace}} in exchange for regular orders of bacon made from Circe's pigs.
* OnlySaneMan: When it comes to himself, Ghost, and a young Issei, the giant red dragon stuck in a gauntlet is the most sane person in the room. He's often exasperated with their antics, and has to apologize to others for them. Even after Ghost was sealed away, he remains this is regards to Issei, often having to point out the flaws in his InsaneTrollLogic and keep him calm before he goes into any hysterics.
* VitriolicBestBuds: Though he and Issei are rather close, he won't shy away from throwing barbs at Issei.
[[/folder]]

[[folder:Ghost]]
[[quoteright:241:https://static.tvtropes.org/pmwiki/pub/images/blind_eternity_3.png]]
[[caption-width-right:241:Blind Eternity]]
One of the retainers to Zuzushi, Ghost found his way into the High School [=DxD=] universe after hearing the Oppai Dragon ThemeTune. After being chased around by Ophis however since she wanted him to kick Great Red out of the Dimensional Gap, he jumped into Issei in the hopes of hiding from her, only to get himself stuck in there as his second Sacred Gear, which they decided to name Blind Eternity. Making the best of a bad situation, he decided to become TheMentor to Issei. In the present however, he is sealed away after Issei's DarkAndTroubledPast.
----
->See his section [[Characters/YetAgainTheOogakari here]] for more information.
[[/folder]]
[[folder:Raynare]]
A grunt in the Grigori organization, Raynare is tasked with being Issei's handler and the Grigori's representative in Kuoh by Azazel. As such, she is the only one in Kuoh aware of Issei's true identity and is forced to be with him constantly, something that annoys her to no end.
----
* AdaptationalHeroism: Raynare is assigned by Azazel to be Issei's attendant this time around, and when Dohnaseek tries to get her involved with capturing Asia, she turns him down. She retains her disdain for Devils and frequently threatens to kill Issei when he annoys her, however.
* AscendedExtra: Raynare goes from the series' StarterVillain to one of the main characters, thanks in part to her role as Issei's aide and Kuoh's Grigori representative.
* BrilliantButLazy: [[DeconstructedTrope Called out on this]] by Issei, who notes that despite having ''decades'' of experience over the devils, they are all well on their way to overtaking her in terms of ability due to her unwillingness to expand what few skills she does have. He even notes that basic exercise would have allowed her to reach four wings in the time she was with him [[spoiler:and that she has the potential to reach twelve with the proper training]].
* EmbarrassingNickname: Issei often refers to her as "Cougar", considering her his exotic pet after Azazel assigned her to him.
* LightEmUp: Raynare has the Fallen's preference for light spears.
* MadeASlave: ImpliedTrope. Issei makes it perfectly clear to Ddraig that he intends on making Raynare ''his'' lackey instead of Azazel's, and when Jasmine tells Vali to stop strangling her, she says that Raynare is Issei's ''pet'' and that her life doesn't even belong to her anymore.
* MillionToOneChance: Fallen infant mortality rates are very high, so Raynare being born a Fallen itself is lucky, but even moreso regarding her [[spoiler:bearing all SevenDeadlySins. Most born Fallen bear more than one due to their parentage, and often die due to being unable to recognize or handle their sin. Raynare, meanwhile, was born with ''all seven'' sins, a theoretical fluke, and has managed to live just shy of a hundred years.]]
* MrViceGuy: Gender-inverted, but Raynare frequently indulges in each of the seven deadly sins. She's quick to anger, mainly lazes around at Issei's house and eats his food, has great pride as a Fallen, uses Issei's "merchandise" for several hours straight, tries to take whatever she likes, and is easily jealous of those that have more than her. [[spoiler:Becomes a plot point when Issei learns that she bears all SevenDeadlySins, and leads Issei to suspect Azazel made her Issei's handler deliberately because of it.]]
* RelatedInTheAdaptation: In canon, while the two have similar appearances with their hair down, Akeno and Raynare are entirely unrelated. Here, Raynare is Akeno's distant cousin on Baraquiel's side.
* {{Sadist}}: Raynare wouldn't be Raynare without a sadistic streak to her, and her main enjoyment comes from watching Issei torment the devils of Kuoh, or from watching him in one of his depressions when she doesn't have to take care of him. Borders on TooDumbToLive territory when she does it to Issei, however, specifically when he's looking for an outlet for his frustrations. One such occasion caused him to chase her with two magically-enhanced dildos for three hours.
* SparedByTheAdaptation: When Dohnaseek's team [[InSpiteOfANail goes through with their efforts to kidnap Asia]], Raynare not being a part of the group means that she doesn't get killed alongside them.
[[/folder]]

[[folder:Asia Argento]]
Formerly the "Holy Maiden", Asia is an excommunicated nun bearing the Sacred Gear Twilight Healing, forced to flee to Japan after she unknowingly healed a Devil. After said Devil hired Dohnaseek, Mittelt, and Kalawarner to capture her and deliver her corpse to him, she was unintentionally saved thanks to running into Issei. By Michael's decree, she now lives at the Hyoudou house as Heaven's representative in Kuoh. In secret, though, Michael and TheAlliance have plans for her and Issei.
----
* AdaptationSpeciesChange: So far, Asia is still purely human.
* AdaptationalAngstUpgrade: In canon, her main source of angst comes from when she unknowingly healed the devil Diodora Astaroth, after which she was branded a witch by the Church and excommunicated, leading into the events of the main series. Here, the angst happened ''long'' before meeting Diodora. [[spoiler:The Church abused the powers of her ''Twilight Healing'', having her heal anyone, regardless of whether they ''wanted'' to be healed. This included the suicidal, but also ''[[ColdBloodedTorture torture victims]]'', fixing them up so the Church could torture them again. Seeing so many people cower in fear of her slowly began breaking her more and more, to the point that Issei jumping out a window after she woke him up sent her into a breakdown.]]
* CuteClumsyGirl: She somehow manages to trip and show off her panties while wearing a dress with no hem. This leads Issei to believe she is secretly a {{ninja}}.
* DragonTamer: TheAlliance all refer to her as an unrecognized "Dragon Tamer", and had intended on trying to get one close to [[HatesBeingTouched Issei]] before she appeared. Once Michael and Azazel hear she not only managed to touch Issei, but hug him too without triggering a reaction, they can't decide whether her showing up in front of Issei was a ContrivedCoincidence, or if "White" is working behind the scenes again. According to Ddraig, Dragon Tamer's are individuals naturally in tune with Dragons, capable of bringing peace to their minds and instincts to the point of euphoria, and that the myth of Dragons kidnapping Princesses came from Dragons going to great lengths to claim Dragon Tamers, considering them more valuable than any precious metals or stones.
* IdiotHair: A particularly large one underneath her habit. Seeing it for the first time causes Issei to go AttentionDeficitOohShiny for a few seconds, remarking how perfect it looks.
* IncorruptiblePurePureness: Issei deliberately invokes this by saying she is "obnoxiously cute, stupidly innocent, and liable to wander onto a highway and become road kill if you take your eyes off of her", comparing her to a puppy. After he comes to the [[InsaneTrollLogic conclusion]] she is also a ninja, he is convinced she is actually evil and that he has unleashed evil onto the world, despite her not changing at all.
* LanguageBarrier: Due to not being a Devil this time around, she doesn't possess the ability to speak and understand all languages universally, leaving her stuck to her native Italian. This leaves Issei incapable of understanding her and requiring the Devils, Raynare, and [[HiddenDepths Asami]] serving as translators. While she is learning Japanese from Asami, it's going to take some time.
* OutOfFocus: [[spoiler:After she's saved]] she takes a more reduced role, though a temporary one. According to WordOfGod, this is largely because of both the LanguageBarrier and the fact she's [[spoiler:still human]] limiting what she can do presently.
* SparedByTheAdaptation: [[spoiler:While's she's still kidnapped by the Fallen so they can extract her Twilight Healing, Issei quickly manages to save her before they can proceed, sparing her life and leaving her human still.]]

!!Occult Research Club
[[folder:Rias Gremory]]
The heiress of the Gremory family and younger sister of the current Lucifer, Rias is a very strong willed and free minded young devil. Using her position as president of the Occult Research Club as a guise for her peerage, she acts as one of the joint overseers for Kuoh alongside her ChildhoodFriend Sona Sitri, which puts her in the middle of things when Issei is forced to attend Kuoh Academy. Now hoping to help Issei deal with his trauma, she has become one of the few people Issei can even care for.
----
* ArrangedMarriage: She's stuck in one with the third child of the Phenex family, Riser, much to her consternation. Issei theorizes, and TheAlliance operates under the belief, that the arranged marriage is actually something orchestrated by "White", due to the marriage forcing Rias to give up her position as overseer, and that the Phenex family only truly began pushing for the marriage to occur earlier than planned once Issei started attending Kuoh. Sirzech had intended on acclimating Issei in time for the marriage so he could intervene and get it called off, but due to aforementioned pushing and Issei's much worse mental state than thought, the other members of TheAlliance all agree his plan won't work.
* BirdsOfAFeather: Vali quickly takes to her after realizing she truly wants to help Issei and has had to put up with ''a lot'' of his bullshit, yet sticks around anyway.
* CoolBigSis: She ''tries'' to be this for her peerage and Issei, but the emphasis is on "try".
** While she tries to help her peerage, she is painfully aware they either hide their issues behind a StepfordSmiler routine or just bury it enough that they can somewhat function, which makes it harder when Issei comes in and drags them all back up with his behavior.
** While she tries to help Issei acclimate to Kuoh thinking she could handle him, she was ''woefully'' unprepared for just how damaged he truly was, not helped by her brother not telling her his true identity. Her refusal to abandon him however and repeated attempts to help him ''did'' pay off though, as Issei has subconsciously come to see her as [[MoralityPet someone he cares about]] in a similar vein to Asia being part of his hoard, and [[spoiler:thanks to destroying the LivingMemory "White" left behind in Issei's psyche]], Rias has become one of the closest people to Issei overall.
* CovertPervert: She hides it well, but she can be very perverted. [[spoiler:Namely she doesn't actually ''mind'' Issei's sleeping head on her crotch acting like a vibrator, claiming he actually serves better than actual vibrators, and that she only stopped because she wanted to respect Issei's boundaries and didn't think he'd be happy waking up in her crotch as a vibrator. [[HilarityEnsues Unfortunately for her,]] Issei's head not only found it's way ''back'' to her crotch, but under her ''skirt'', and he unconsciously tried giving her ''cunnilingus'' through her underwear! Her response was to send him flying off the couch out of embarrassment.]]
* {{Deuteragonist}}: While the story is largely from Issei's perspective as he's thrust back into the outside world, a good portion is from Rias' perspective, as she's forced to realize she's caught in the machinations of TheAlliance and "White" as she slowly tries to help Issei and comes to understand who he really is.
* EmbarrassingNickname: Issei gives her the nickname "Weeaboo/Weeb" (due to her OccidentalOtaku side). She is ''not'' happy to find out what that nickname means.
* IdiotHair: She has a long ahoge on the top of her head. Unfortunately for her, when Issei sees Asia's ahoge, Ddraig tries pointing out to him that Rias has one, but Issei instead mentally tells him that while Rias' hair ''is'' luxurious, her ahoge is "feeble, coming and going like the wind. It lacks the definition and strength of the work of art in front of us."
-->''[[MySignificanceSenseIsTingling Rias didn't know why, but she suddenly felt extremely self-conscious despite the fact that everyone was focused on Issei and Asia.]] The lone strand of hair that she could never brush down was also flickering about more erratically than normal for some reason.''
* LockedOutOfTheLoop: While Sirzechs ''did'' inform her that Issei was coming and was "damaged", he deliberately avoided telling her Issei's true identity, including the fact that had things worked out, she and Sona could have been ChildhoodFriends with Issei. Naturally, Issei and Asami learning Sirzechs and Serafall have been effectively using her and Sona as pawns in their plans pisses them off ''a lot'', as well as convinces them to subtly push Rias and Sona into figuring things out for themselves.
* LuminescentBlush: After meeting Jasmine and learning from her how to calm Issei down, she hears Jasmine explain that if Issei is given a LapPillow, his head needs to be positioned ''just'' right or he'll potentially pleasure them with cunnilingus. Thankfully for Rias, she was in the back of the group, so no one noticed her face turn as red as her hair [[spoiler:since that ''had'' happened that very morning, and to her embarrassment, [[CovertPervert she found him more pleasuring than her vibrators.]]]]
* MoralityPet: She slowly but surely ends up becoming one to Issei thanks to her repeated efforts to help him and never being driven away by his behavior, to the point [[spoiler:Ddraig requests she aid Asia in giving him a CooldownHug after Issei has a meltdown.]]
* OccidentalOtaku: As a child, she grew up on a lot of stories about Japan thanks to her brother's Knight, [[UsefulNotes/TheShinsengumi Okita Souji]]. Enamored by Japan and it's culture, one of the reasons she chose to become overseer of Kuoh was so she could go there herself. Unfortunately, Issei learning this leads to him giving her the EmbarrassingNickname ''Weeaboo''.
* TheStraightMan: She's most often left in this role in regards to Issei's antics, often questioning why he says or does certain things.

----
* AdaptationRelationshipOverhaul: While Issei still works to help Gasper in controlling his power and being able to interact with the outside world, the methods he uses to do so leaves Gasper terrified of his "senpai" (while also hating how he keeps calling him "Dio").
* AdaptationalEarlyAppearance: He makes his first appearance long before he first showed up in canon, appearing even before Asia was even kidnapped.
* BerserkButton: Thanks to Issei's EmbarrassingNickname for him, Gasper hates it when Riser calls him Dio Brando, which prompts him to stop holding back against the Phenex.
* CommonalityConnection: This is what allows Issei and Gasper to start connecting, due to their similar circumstances (even though Issei is worse off than Gasper).
* EmbarrassingNickname: Issei gives him the nickname "Dio Brando" (or "Dio" for short), due to being "a blonde, effeminate male vampire that can stop time", much like the titular vampire himself. Gasper does not like this name at all.

!Supporting Characters
[[folder:Asami Hyoudou]]
The matriarch of the Hyoudou family as well as the one person Issei actively shows fondness for, Asami knows a lot more about the supernatural than she lets on.
----
* AdaptationNameChange: Initially a case of NamedByTheAdaptation due to her canon counterpart's given name not being known, it later became this when her canon self's name was revealed to be Miki Hyoudou.
* AffectionateNickname: Since she tends to be very sweet to them and act like they're family, Vali and Jasmine both refer to her as "Auntie".
* AlmightyMom: She's the only one able to keep Issei in line on a regular basis, and despite being a normal human, is intimidating enough to keep Rias, Akeno, and Sona from doing anything as she subtly manipulates them.
* AscendedExtra: She's gone from one of the more minor characters in the main series to one of the most important characters in the supporting cast.
* CovertPervert: She doesn't broadcast it, but she can be pretty perverted herself. She's actually stolen several thousand dollars worth of merchandise Issei's made for her own use over the last few years.
* ForgivenButNotForgotten: While she is definitely still bitter over their inaction, she has managed to make peace with TheAlliance, even being friends with Azazel... for the most part. Upon learning that Rias and Sona are LockedOutOfTheLoop, she immediately concludes Sirzechs and Serafall are falling back into old habits, and any good will she had towards the two of them disappeared.
* HiddenDepths: Apparently learned Italian during college, making her the only non-Devil of Issei's acquaintance who can communicate with Asia.
* MyGodWhatHaveIDone: In her attempt to try and get Issei more acclimated to Asia, she ultimately pressed Asia's TraumaButton and caused her to burst into tears. Immediately after she allowed Asia to cry into her arms and did her best to cheer her up, and later confronted Issei on how they've ''both'' screwed up with Asia and need to help her.
* SharedFamilyQuirks: Much to the Occult Research Club and Student Council's exasperation, while Asami may ''act'' like a kind mother, she's just as sadistic and petty as her son, deriving pleasure from watching them squirm trying not to reveal the supernatural to her despite already knowing about it, and watching Raynare try to act like a wallflower for her cover. Sona and Koneko both comment that ''she's'' where Issei gets his bad habits from.
* UnSorcerer: {{Play|ingWithATrope}}ed with. TheMasquerade is fully in effect, but she's aware of it and the only muggle to be involved in the supernatural world. She doesn't possess any enhancements like her son's dragon physiology, nor does she have a Sacred Gear. Despite this, she's an AlmightyMom and is capable of manipulating and intimidating her son and devils alike.

[[folder:Ichirou Hyoudou]]
Issei's father and Asami's husband, he is mysteriously absent in the present day.
----
* AdaptationNameChange: Initially a case of NamedByTheAdaptation due to his canon counterpart's given name not being known, it later became this when his canon self's name was revealed to be Gorou Hyoudou.
* HenpeckedHusband: With a [[AlmightyMom wife like Asami]], is it any surprise?
* LethalChef: According to Asami and Ophis, he is a ''terrible'' cook, somehow managing to even burn ''water''.
* OddFriendship: He managed to strike up a bond with Baraquiel over their shared experiences as fathers and husbands, even attempting to set up a play date between Issei and Akeno. [[spoiler:After Shuri was killed and Akeno went missing however, Azazel sealed his memories of Baraquiel's family and Baraquiel stopped coming to teach Issei, prematurely ending their friendship.]]
* OpenSecret: His fate is one for all the upper echelons of TheAlliance sans Issei. Whereas Issei had been kept in the dark by everyone, even his closest compatriots that he still trusted like Jasmine and Vali, they had been aware of his true fate for roughly two to three years, but wisely kept quiet out of fear of Issei's reaction. [[spoiler:Namely that he's been in Carnelian's service as a Pawn in her peerage.]]
* SameCharacterButDifferent: [[spoiler:When he shows himself for the first time in years, he's practically a different person. Where he was once unkempt, lanky, easygoing, and unimposing, he's now well-groomed, straight-laced, nigh-emotionless, and intimidating. The narration even notes that were it not for his face, he'd be virtually unrecognizable.]]
* WhatHappenedToTheMouse: It's unknown what happened to him in the present day. While he was still around and an active part of Issei and Asami's lives in the past segments, he's completely vanished in the present segments. [[spoiler:Jasmine later clarified that Ichirou just flat out disappeared one day after the incident, the prevailing theories being he either ran away, or was DrivenToSuicide. Turns out it was neither. He's currently acting as Carnelian's Pawn.]]
[[/folder]]
[[folder:Jasmine Redsmith]]
An American porn star/voice actress/pop singer, one of the few people who can get close to Issei without setting him off, and the first member of his harem, against whom he judges all other girls when it comes to beauty--and finds them wanting. She started out as his babysitter and initially (and violently) refused to put up with Issei's "harem" shenanigans, but he eventually won her over, becoming his surrogate big sister. She mostly appeared in Cold Opening flashbacks, before making her debut in Chapter 16[[note]]Technically 17, if you count the Prologue[[/note]].
----
* AchillesHeel: She is Issei's. He's scared shitless of her, and she can calm him down when he's in temper mode rather easily.
* BoringButPractical: Her Sacred Gear is actually rather weak, but since it's specifically designed to soothe dragons, it works wonders on Issei and Vali. [[SubvertedTrope Ghost also taught her]] a way to exploit it to hell and back, to the point of potentially reaching YourHeadASplode.
* DeadpanSnarker: Every bit as biting with her sass as Issei.
* DisproportionateRetribution: A recurring issue with her. If you piss her off, she tends to retaliate ''way'' beyond what is warranted.
** After Sona makes a comment about her being in the sex industry, she tries goading Sona by mockingly comparing her to Serafall. When Sona fires back by shaming her about being a sex worker and how her position is why Issei even likes her, Jasmine uses her Sacred Gear to disorient ''everyone'' in the area and give them {{nosebleed}}s, hitting Rias and nearly hitting Vali in the process. She then goes on a ''massive'' rant at all of them about how she suffered too from what happened to Issei, about just how little they actually know and that while she ''knows'' she shouldn't be getting this worked up over what Sona said, she's still doing it just because Sona's ''[[MisplacedRetribution Serafall's sister]]'', then proceeds to act completely justified in what she did.
** Raynare made a comment about Jasmine's breasts not possibly being natural. [[DoubleStandardRapeFemaleOnFemale She proceeds to tie an unwilling Raynare to a sibiyan and whip her.]]
* DoubleStandardAbuseFemaleOnMale: She considers it her "right as Nee-san" to physically assault Issei whenever she feels he's done something annoying or stupid.
* DoubleStandardRapeFemaleOnFemale: Any person who practices UsefulNotes/{{BDSM}} will say that one of the core elements to it is that it is SafeSaneAndConsensual for both parties. Jasmine however proceeds to dress like a dominatrix, forcibly tied Raynare up to a sibian with a ball gag in her mouth, and regularly whipped her as Raynare screams for help, just because [[DisproportionateRetribution Raynare accused her of padding her chest.]] When Issei comes across the whole thing, he just tells Jasmine that he told her Raynare had a good ass. This is {{handwave}}d the following chapter by claiming it's a part of [[DeliberateValuesDissonance Fallen culture]], and that Jasmine was trying to ''dominate'' Raynare, after [[AudienceSurrogate Asia]] expresses concern for Raynare.
* TheDreaded: She's one of four characters whose wrath Issei fears, and she has at least two of the others (his mom and Tiamat) on speed dial.
* FluffyTamer: Considering what a powerhouse Issei is, her ability to cow him utterly makes Jasmine this.
* FrameUp: The victim of a particularly nasty one. [[spoiler:"White" was trying to eliminate anyone that still sided with Issei despite her false rape accusations so as to have him for herself, so she framed Jasmine for pedophilia, molestation, and grooming, in both the human world ''and'' the underworld. She also had all of Jasmine's diplomas cancelled, her work seized as evidence, and her name blackballed in the entire scientific community.]]
* LapPillow: She weaponizes this trope to calm Issei down, though this leaves her vulnerable to him orally pleasuring her.
* NeverMyFault: She blames others for her becoming a sex-worker in the United States, but she ''chose'' to return to America to seek employment when Issei would have been more than willing to continue supporting her, either not considering or underestimating just how tarnished her reputation had become. Even after failing to obtain a respectable form of employment, returning to Japan and letting Issei pamper her like an empress (which he had the means and willingess to do) was always an option for her, but, once again, she ''chose'' not to take that route in favor of becoming a sex-worker. So, ultimately, her bad lot in life [[spoiler:after White screwed her over]] was entirely her own fault.
* OOCIsSeriousBusiness: While she's normally rather laid back and amicable, piss her off and she is second only to Issei in rage levels. [[spoiler:So when Sona tries prodding her to dig up more information on Issei's still unknown past, Jasmine lets her anger get the better of her, and proceeds to subject not just Sona, but ''[[MisplacedRetribution all]]'' of the Sitri ''and'' Gremory peerages sans Kiba ''and'' Raynare to her Sacred Gear while ranting about how Issei wasn't the only one who suffered from that incident, taking her anger out on them while deriding them as stupid kids.]] Vali actually {{lampshade|Hanging}}s this whenever she goes nuts.
->'''Vali:''' ''Stop going full [[LargeHam ham]] Nee-san. Your character is slipping. Stick to doing porn and cartoons.''
* OnlyInItForTheMoney:
** She initially agreed to babysit Issei when he was 10 because she needed the cash. Nowadays, she wants for nothing, but is still in contact with him.
** The true reason as to why she's a sex worker. [[spoiler:She was originally set to get a second Pharmaceutical Master's degree and make herself rich off of some finalized deals, but after "White" went after Issei, she was blackballed in the community, her diplomas were cancelled, her research seized as evidence, and she was falsely charged as a pedophile, a child molester, and a groomer, in both the human world ''and'' the underworld.[[labelnote:*]]Due to the low birth rates of children among devils, child protection laws are just as strict in the Underworld as they are in the United States, regardless of whether the victim and/or accused is a devil.[[/labelnote]] This left her with no means of providing for herself, as well as constantly being watched to see if she'd break. To both spite her observers and make money though, she became a sex worker.]]
* ProfessionalKiller: Her Sacred Gear is capable of reaching high enough frequencies that they can ''shatter skulls'' thanks to some training from Ghost. So she uses her profession as a sex worker to occasionally cover for any assinations she needs to do.
* ShamelessFanserviceGirl: Being a porn star, this might be expected, but she has no problem having Issei touch her breasts or have him give her a little cunnilingus.
* StatuesqueStunner: She's quite tall, and drop-dead gorgeous.
* {{Tsundere}}: Big time. She alternates between beating the tar out of Issei and publicly making out with him while squeezing his ass.

One of Issei's classmates, her perversion manages to rival that of the Perverted Duo, its just she manages to keep it reigned in more than them. Issei quickly earns her ire after he makes a fool of her.
----
* SitcomArchNemesis: She sees Issei as hers, due to him easily managing to talk circles around her when she tried to get the moral high ground on him, leading her to repeatedly try again. Issei meanwhile sees her just as an annoyance, mainly due to the fact her antics make others pay attention to him when he just wants to be left alone.
* SmallNameBigEgo: When Issei first joins Kuoh, she tries to establish the pecking order with the moral highground in the hopes it would stop him from causing trouble. After he managed to easily turn things around and embarrass her however, she refused to give up and repeatedly tries to prove herself better than him.
* SpearCounterpart: She serves as one to the Perverted Duo, being just as perverted as them but more reigned in.
[[/folder]]
[[folder:The Perverted Duo]]
Matsuda and Motohama, a pair of perverted students at Kuoh Academy known for causing trouble. They are collectively known as the Perverted Duo because of this.
----
* AccidentalHero: ''Heavily'' {{downplayed|Trope}}. When the two of them were set to peep on the Kendo Club again and Issei was stuck monitoring them, they end up seeing one of the First Years heavily bruised, but mistake it as a result of sparring practice. Once Issei hears this, he looks himself and figures out they're actually signs of longtime DomesticAbuse, and by telling this to the other girls, avoids suffering UnprovokedPervertPayback from them and gets said First Year some help.
* AdaptationRelationshipOverhaul: In canon, the two of them were Issei's closest friends before becoming a devil, after which they remained friends but were largely a pair of RecurringExtra characters. Here however, thanks to his more antisocial behavior and ill-mannered temper, Issei barely tolerates them, only acting like the KidWithTheLeash for them due to the teachers letting him sleep through class if he does.
* ButtMonkey: The two of them get zero respect from anyone because of their antics, and are frequently at the mercy of Issei.
* SitcomArchNemesis: {{Downplayed|Trope}} and one-sided. Issei ''loathes'' these two, but they repeatedly try to hang out with him and talk about porn when he isn't reigning them in for the school's benefit.

The Kendo Club at Kuoh Academy are frequent victims of the Perverted Duo's peeping. Their most notable members are Katase and Murayama.
----
* DomesticAbuse: Issei manages to identify numerous bruises and abrasions, including choke marks, on one of their freshmen members after the Perverted Duo point them out during their peeping. He notices they're all in locations hard to notice when clothed, and that they're pretty old, indicating longtime domestic abuse.
* PetTheDog: After seeing Issei was in the middle of an anxiety attack, they stopped accusing him of peeping on them and tried to offer their assistance. Because Issei HatesBeingTouched, however, he almost attacked them, only being saved thanks to Rias quickly telling them she'd take care of him.
* UnprovokedPervertPayback: {{Averted|Trope}}. They almost blamed Issei for the Perverted Duo's attempt to peep on them, but quickly relented after seeing he was in the middle of a panic attack after he denied peeping and identified one of the girls was a victim of DomesticAbuse.

Third child of the Phenex household and Rias' fiancee, Riser is a young and arrogant devil. He met Issei years prior at college, and managed to attract the attention of someone in the process.
----
* AdaptationalEarlyAppearance: [[PlayingWithATrope Played with]]. Even with the StationsOfTheCanon gone completely OffTheRails, Riser still qualifies since he first appears in a ''flashback'', having been introduced to Issei after he began attending College and was forced to be Issei's guide.
* EveryoneHasStandards: He can be an egotistical ass, but he values consent first and foremost, and would never force anyone to join his peerage if they rejected his offer.
* {{Irony}}: It's noted by several people that Issei more than likely ''[[WeUsedToBeFriends hates]]'' Riser, and would likely attempt to kill him should they meet again. [[spoiler:Riser however ''still'' cares about Issei and is torn up about his death, to the point that his mistaken belief that Sirzechs dug up Issei's grave just to avert the engagement sends him into a {{rage|BreakingPoint}}.]]
* JerkWithAHeartOfGold: {{Invoked|Trope}} by Jasmine. Despite how egotistical he is, Riser made it a point to respect her consent when asking her to join his peerage unlike other devils, and even when she said no, respected her decision and instead opted to just make the occasional dirty joke or snide remark towards her.
* MySisterIsOffLimits: When Issei was younger, he apparently approached Ravel to join his harem-in-the-making. While Lady Phenex sees Issei as charming, Riser repeatedly has to tell Issei to stay away from her.
* OOCIsSeriousBusiness: Riser is normally rather arrogant and boisterous, so when he learns from Issei that Vali is half-devil and asks him seriously whether Vali's devil lineage will be a problem for them, Issei knows he's being serious, and has to quickly reassure him Azazel is handling Vali's devil side of the family, and that Vali himself ''hates'' said side.
* RageBreakingPoint: During their Rating Game, after the Gremory Peerage managed to take out his entire Peerage, ''including'' Yubelluna and Ravel, Riser becomes uncharacteristically calm at first, before absolutely ''losing it''. Namely because, he recognized their fighting style as resembling Issei's. But since publicly Issei is ''dead'', Riser mistakenly believes Sirzechs was so desperate to avert Rias' engagement, that he would willingly dig up Issei's grave and approached Jasmine and Vali to teach the Gremory Peerage. The entire area around him begins to grow hotter, and he openly declares to Rias she is unfortunately going to suffer what he thinks Sirzechs actions are.
* ThirdPersonPerson: He constantly refers to himself in the third person, though he does slip back into the first person when embarrassed, implying its just his attempt at making himself sound important.
* UnwittingPawn: Riser was ultimately made into a pawn years before the plot, and ended up a contributing figure in causing Issei's rampage. [[spoiler:"White" manipulated him into falling for her, then convinced him to slip drugs into Issei's drink to incapacitate him so she could try to reincarnate him. Afterwards, when she began eliminating people close to Issei after her false rape allegation, she kept him on her side, only to {{cuckold}} him when he was no longer useful to her.]] Even in the present, Riser is entirely unaware of the part he played in Issei's breakdown, [[spoiler:and can only mourn what he believes to be the death of his friend.]]
* WeUsedToBeFriends: A {{downplayed|Trope}} case, in that it was more VitriolicBestBuds, but Riser used to be rather close to Issei and Jasmine, the three even picking up an unconscious habit of synchronized drinking. The three of them were essentially a RagtagBunchOfMisfits. After Issei's incident however, according to Ajuka, were Issei to see Riser, he'd be set off and Riser would be ''dead'', regardless of the Phoenix's regeneration he possesses. [[spoiler:In a case of {{irony}} though, Riser ''still'' considers Issei a friend, and is deeply unsettled when the Gremory Peerage begins using his techniques, hitting his RageBreakingPoint when he thinks Sirzechs' dug up Issei's grave just to avert the engagement, openly admitting that he is still hurt by Issei's perceived death. When they actually do meet again, it's clear that while Riser has regret and remorse for what he did to Issei, Issei at this point has largely stopped caring about Riser outside getting a rise out of him, seeing him just as Carnelian's UnwittingPawn.]]
-->'''Riser:''' Riser knows from experience that [[spoiler:there are some wounds even Phoenix Tears can not heal.]]

[[folder:Sairaorg Bael]]
The former heir of the Bael Clan, Sairaorg is Rias' cousin on Venelana's side, the illegitimate child of Lord Bael, and one of the few people Issei still considers a friend. He would occupy the position as heir of the Bael Clan until the public debut of his half-sister Carnelian Bael, and has been stuck confined to the Underworld due to "White's" machinations.
----
* AllLovingHero: Sairaorg is one of the kindest people you could ever meet, willingly taking in others that Devil society tossed aside as "trash" as members of his Peerage while treating them like family, and acting as a CoolBigBro to plenty of people he meets. Even with people who changed for the worse like Issei, Jasmine, or Riser, he is fully aware of why they changed and how they're still good deep down, and is just waiting for them to realize it themselves.
* AnimalMotifs: He retains his Lion motif, with his Presence even noted to take the form of a Lion.
* BadassNormal: {{Downplayed|Trope}}. He's ''still'' a powerful Devil on his own, but by the standards of the Bael clan, he is pitifully plain due to lacking the Clan's signature Power of Destruction. To compensate, he's pushed his body to the peak of physical fitness, and become one of the strongest young Devils by sheer training alone.
* CantKillYouStillNeedYou: Sairaorg believes the only reason he hasn't been executed yet now that he's no longer heir of the Bael Clan is because he has too much use to the Clan as a political tool to be killed off. It's because of this he's been largely confined to the Underworld.
* CoolBigBro: Befitting his AllLovingHero nature, the moment Sairaorg met Issei at a young age, he became almost like an older brother to him, easily taking his eccentric behavior and crass nature in stride. Even if the present, he still acts as one for Riser and Ravel, and ''attempted'' to be one to Gasper when they first meet, with mixed results.
* TheGhost: He was mentioned as far back as Issei's first meeting with the ORC, but didn't appear in person until the day of Rias and Riser's wedding.
* InsistentTerminology: He does ''not'' want anyone calling Carnelian his "sister", saying the only thing he shares with her is a bit of blood. [[spoiler:Considering he's fully aware of what she's done as "White" and was victim of her himself, his disdain for her is understandable.]]
* WeUsedToBeFriends: {{Subverted|Trope}}. Unlike Issei, Vali, Jasmine, and TheAlliance, Sairaorg is the only one of Issei's original inner circle to retain some level of connection with Riser and the Phenex Clan, largely thanks to being fully aware of the truth behind his "betrayal" of Issei.

!!!The Maou
[[folder:In General]]
Formerly the heirs of several of the remaining 72 Pillars, they are the four strongest Devils in the Underworld, and were each given the titles of the original four leaders of the Devils. They all hold ties to Issei, and are acting behind the scenes to try and help acclimate him to society again, as well as hold off the one responsible for his condition.
----
* AccompliceByInaction: Issei and those close to him hold them, Azazel, and Michael responsible for their failure to protect Issei from "White", and consider the Maou in particular to have "abandoned" him. The Maou have said that their hands were tied during the situation and that they ''couldn't'' help even if they wanted to, but neither Issei nor his associates particularly care.
* BunnyEarsLawyer: They're all rather eccentric and possess their fair share of quirks, such as Sirzechs being a siscon, Serafall liking to pretend to be a magicial girl, etc. They are ''still'' some of the most powerful beings in the Underworld, and demonstrated their strength when they, along with Azazel and Michael, managed to subdue a rampaging Issei, [[ScarsAreForever though not unscathed]].
* EasilyCondemned: {{Downplayed|Trope}}. To the public at large, they are still well respected and liked. But to Issei and anyone close to him that know about his DarkAndTroubledPast, they, Azazel, and Michael are all considered failures who abandoned Issei when he needed them most, and as such hold little goodwill with Issei and his associates.
* MyGreatestFailure: Alongside Azazel and Michael, they consider their inability to help Issei after his DarkAndTroubledPast to be horrible, and desperately want to help Issei.
* NoodleIncident: As with Azazel and Michael, it is unknown exactly ''why'' they effectively left Issei out to dry after the incident with "White", just that they claim the situation had their hands tied. [[spoiler:The only real hint is that "White's" true identity is Carnelian Bael, and that their hands were tied due to her being part of the Bael family.]]
* ScarsAreForever: Like Azazel and Michael, they retain injuries from their subduement of Issei, though to different extents. Falbium's scar has yet to be elaborated on, but Serafall's body is shown to twitch from phantom pain, Sirzechs has burn marks on the left side of his face down to his shoulder, and Ajuka [[EyeScream lost his right eye]].
* {{Tritagonist}}: After Issei and Rias, they and Azazel tend to get the most focus and point of view moments.
[[/folder]]
[[folder:Sirzechs Lucifer]]
The former heir to the Gremory household, Sirzechs Lucifer is the strongest Devil, and was thus selected to inherit the title of ''Lucifer'' after the Great War, making him the leader of the Devils. A complete "siscon" for his younger sister Rias and BunnyEarsLawyer overall, Sirzechs reluctantly decided to use Rias to help Issei with his readjustment back into society, hoping that through her, the mistake he and the other Maou made with Issei can start to be fixed.
----
* BewareTheNiceOnes: Sirzechs may be trying to act as TheChessmaster and getting Issei involved in the process, but he still feels bad for his once friend and wants him to get better, treating him with the proverbial kid gloves. [[spoiler:That comes to an end when Issei's actions nearly reignite the Great War after he sees Carnelian again, and nearly enters the Juggernaut Drive. Rather than continue trying to placate Issei, he vaporizes Carnelian's arm and puts her under arrest, then stares down Issei and demands he calm down. He likewise seemed prepared to ''fight'' Issei until Kuroka made herself known and used some talismans to forcibly calm Issei down.]]
* TheChessmaster: {{Downplayed|Trope}} at first, but it was his overall idea to get Issei out of being a {{hikikomori}}, even reluctantly manipulating Issei and Rias for the sake of preparing for "White's" return. However, his attempts at manipulation are easily figured out by Issei and Asami, and with a little prodding, Rias as well. Eventually full on {{subverted|Trope}}, as his plans all but fall apart thanks to numerous factors, and the fallout has made the situation ''worse'' for TheAlliance if anything, since they now run the risk of permanently losing Issei's trust.
* InSeriesNickname: Like with everyone, Issei has a nickname for him. Unlike most, however, his doesn't highlight a flaw Issei notices he has, but rather is just a shortened version of his name, ''Zechs''.
* PragmaticHero: Sympathetic and remorseful to Issei he may be, he recognizes that VaguenessIsComing, and that they can't afford to let Issei stay a {{hikikomori}} any longer. To this end, he manipulates Rias into becoming friends with Issei, hoping she and her peerage can help Issei readjust to society, while Issei can in turn help them with their issues.
* SpannerInTheWorks: His main line of plans are meant to deter "White" from getting to Issei, and he's been manipulating others, including his own sister Rias, to keep "White" away from Kuoh. Issei concludes that Sirzechs subtly influenced Rias into taking the position of overseer of Kuoh after learning from Rias that she, Sona, Sairaorg, and an unknown fourth all vied for Kuoh after Cleria Belial vanished, and that the unknown fourth individual was "White".
[[/folder]]

[[folder:Grayfia Lucifuge]]
The last remaining member of the Lucifuge Family in Hell and their former Heiress, Grayfia fell in love with her husband Sirzechs in the middle of the Great War, eventually defecting to his side and marrying him. She is not an official member of the Maou, rather she serves as Head Maid for the Gremory household. Despite this though, she often is at Sirzechs' side making sure he stays on task and doesn't get too crazy, and her power leaves her on par with the Maou.
----
* AlmightyJanitor: Officially she is only the Head Maid of the Gremory household and Sirzechs' wife and Queen, however she is still considered one of the strongest Devils alive, her power matching that of the Maou, enough to earn her the [[RedBaron title]] ''The Silver-Haired Queen of Annihilation''.
* CloudcuckoolandersMinder:
** With Sirzechs being a BunnyEarsLawyer, Grayfia is often in charge of making sure he actually does his work and doesn't spend too much time either goofing off or doting on Rias.
** Surprisingly enough, she's one for ''Issei'' when they reunite, as she immediately shoots down some of his more insane ideas for crashing the reception, before he can even finish ''saying them''. And Issei, despite still grouping her with the rest of TheAlliance in his ire, ''actually listens to her''.
* SixthRanger: She is not actually a Maou, but her power equals theirs and she often joins them whenever they need to intervene.
[[/folder]]

%% [[folder:Serafall Leviathan]]
%% [[/folder]]
[[folder:Ajuka Beelzebub]]
The former heir to the Astaroth household, Ajuka Beelzebub was considered one of the strongest devils after the Great War, and was thus selected to inherit the title of ''Beelzebub''. One of the Underworld's smartest minds, he is the Chief Advisor for the Technology Department, as well as the one responsible for the creation of the Evil Pieces system and the Rating Games.
----
* CrazyPrepared: In addition to having a black site meant to hold high profile or dangerous individuals, he has a black site ''for the black site'', hidden to all but himself and a select few, where the ''actual'' occupants are located, while the main black site holds decoys. [[spoiler:This proved handy when "White" staged a raid to free Diodora and kill his peerage, including Amalia. Ajuka was able to successfully {{fak|ingTheDead}}e the peerage's deaths as a result, and in turn protect Amalia.]]
* DidntThinkThisThrough: He had secretly redirected Asia to Kuoh after her transport was attacked in the hopes of her being a DragonTamer and being able to help Issei. He not only failed to consider that this might be exactly as "White" ''wanted'', but underestimated just how obsessed his little brother was with claiming Asia, resulting in Issei nearly going on ''another'' rampage, alerting "White" to his location, and Ajuka having to publicly strip Diodora of his rights as head of the Astaroth family.
* EyeScream: Like the other Maou, Azazel, and Michael, he was scarred as a result of subdueing Issei during his rampage. For Ajuka, he lost his right eye. While he originally used an artificial eye he created, after Diodora nearly sent Issei into another rampage, he destroyed it and took to wearing an eyepatch as a mark of guilt.
* UnscrupulousHero: Ajuka was well known for playing dirty during the war, and is perfectly willing to engage in manipulation tactics even on his fellow Maou. While the peace brought from forming TheAlliance had dulled him, his little brother's attempt at killing Asia nearly causing Issei to rampage again made him decide [[TheGlovesComeOff to remind everyone why he stopped playing dirty in the first place.]]
* WhatTheHellHero: The other Maou, Azazel, and Michael are ''livid'' when they learn about his manipulations in getting Asia to Kuoh, and all declare their intent to rip into him once they make sure Issei has calmed down, namely because his actions likely screwed over what little clout they had left with Issei.
[[/folder]]

[[folder:Falbium Asmodeus]]
The former heir to the Glasya-Labolas household, Falbium Asmodeus was considered one of the strongest Devils after the Great War, and was thus selected to inherit the title of ''Asmodeus''. An extremely lazy fellow, he is the Head of Military Affairs in the Underworld, but tends to just pass his workload off onto his peerage and servants.
----
* BrilliantButLazy: He's a tactical genius, enough to earn him the position of Head of Military Affairs, but he is unbelievably lazy.
* CommanderContrarian: {{Downplayed|Trope}}, as Falbium is the least convinced by Sirzechs' attempts at manipulating Rias and Issei, pointing out numerous flaws in the plan and that "White" is acting as a SpannerInTheWorks for them. While he agrees with the overall idea of readjusting Issei to the outside world, he considers Sirzechs' methods unappealing.
* InSeriesNickname: Thanks to how lazy he often is, Issei just calls him ''The Bum''.
* OnlySaneMan: Among TheAlliance, the role ultimately falls on him. While the others are all celebrating Asia being a DragonTamer and how lucky they are she met Issei, Falbium points out the sheer unlikeliness of that being a coincidence, and that Asia's presence in Kuoh is a sign "White" is making a move for Issei again, whereas even with Sirzechs' plan they aren't ready.
[[/folder]]

!!Fallen
!!!The Grigori
[[folder:Azazel]]
Formerly an Angel from the Fifth Heaven, Azazel would end up falling from grace after having sex with a human woman, then go on to form the Grigori. A rather eccentric individual overall, he is still the Governor General of the Grigori, and is not to be trifled with. Of TheAlliance, he's the one with the best relationship with Issei, but just barely.
----
* AnArmAndALeg: ''All'' of the leading members of TheAlliance lost a part of themselves during Issei's rampage. For Azazel, it was his right arm from the elbow down. He managed to replace it with a prosthetic he'd been tinkering with like in canon. He considers himself to have got off lightly compared to [[EyeScream Ajuka]] and [[ScarsAreForever Michael]] though.
* BirdsOfAFeather: One of the reasons he so easily took to Issei as a kid is due to how similar they were to each other. While it's harder to see nowadays, the similarities ''are'' still there.
* BunnyEarsLawyer: He may be a perverted, Sacred Gear loving nut, but he ''is'' the Governor General of the Grigori, and is perfectly capable of backing that up.
* TheChessmaster: A {{downplayed|Trope}} case compared to the other members of TheAlliance, largely because he doesn't want to break Issei's trust in him, but Azazel is able to pull off some long cons himself. Namely, his assigning Raynare to be Issei's handler [[spoiler:due to possessing all of the SevenDeadlySins and hoping Issei would notice.]]
* InSeriesNickname: Like with everyone, Issei has a nickname for him. Unlike most, however, his doesn't highlight a flaw Issei notices he has, but rather is just a shortened version of his name, ''Zaz''.
* LovableSexManiac: All Fallen bear an affinity for one of the SevenDeadlySins, and Azazel's is lust. He tends to be a pervert and ladies' man, enough that when he tells the others in TheAlliance that Issei called him a "post-prime man whore", they all burst out laughing and he only had issue [[ITakeOffenseToThatLastOne with being called old.]] Issei goes as far as to consider him the one of the ''oldest'' living man whores in the mythical world.
* MyGreatestFailure: Alongside the Maou and Michael, he considers his inability to help Issei after his DarkAndTroubledPast to be horrible, and desperately wants to help Issei.
* NoodleIncident:
** As with the Maou and Michael, it is unknown exactly ''why'' they effectively left Issei out to dry after the incident with "White", just that they claim the situation had their hands tied.
** He's had quite a few with a young Issei. One in particular Issei still holds against him involved a [[NoodleImplements chandelier]], which Azazel can't really remember cause he got [[AlcoholInducedIdiocy wasted]].
* ParentalSubstitute: He's the closest thing Vali has to a father figure, though based on Vali's calling him an idiot along with the other members of TheAlliance, their relationship is strained.
* TheSociopath: An admitted one. Namely, when he first met a [[FromTheMouthsOfBabes nine-year old Issei]], Issei easily pointed out he's a high-functioning and extremely successful sociopath, and Azazel just bursts out laughing saying he's completely on the mark. Despite being one though, he has the capacity to form bonds and feel empathy, being a ParentalSubstitute to Vali and caring greatly about Issei and Asami.
* SoleSurvivor: He's the only faction head from the original Great War to make it out of the war alive, largely because the Fallen Angels were the first to back out of the war.
* {{Troll}}: When not acting serious, he loves to screw with people just for the hell of it. Apparently a lot of the initial meetings for TheAlliance had members trying to kill each other, namely because Azazel kept ripping on Serafall's hobbies.
* WhatDidIDoLastNight: Apparently when Issei was younger, Azazel and some of the other Grigori got so shitfaced that they had no idea what they did when they woke up. When they did, they found his '78 Mustang and his Jacuzzi on the roof, a collarless dog that Shemhazai eventually took in, and something Issei said involved a chandelier.
[[/folder]]
[[folder:Vali Lucifer]]
One of the last surviving descendants of the original Lucifer, Vali is a HalfHumanHybrid between a devil father and human mother, as well as the current Hakuryuko. Having been horrifically abused by his grandfather Rizevim, Vali desired to do nothing but get stronger so as to finally put an end to him. At least, he did until he met Issei. After meeting Issei as a child, he was made to realize just how empty his living for {{revenge}} was, and decided to find a purpose that would still let him stop Rizevim, in the process, becoming one of the few people Issei considers a friend.
----
* AdaptationPersonalityChange: Combined with AdaptationalHeroism, whereas canon Vali was a BloodKnight absolutely obsessed with getting stronger to get back at his abusive grandfather and had NoSocialSkills outside of that, thanks to Issei asking him AndThenWhat when he was still a kid and becoming his friend, Vali's somewhat mellowed out and become more sociable, as well as more emotive.
* AdaptationRelationshipOverhaul: As a result of his AdaptationPersonalityChange, his canon relationships are all over the place.
** While he and Issei were initially {{friendly rival}}s before becoming full on friends, it required the two nearly killing each other during their initial meetings. Here, as a result of Issei making him realize his quest for revenge would leave him empty, he ended up becoming friends with Issei as kids, though the two are more akin to VitriolicBestBuds with how often they rag on and beat up each other.
** His relationship with Rias was rather minor, at best a level of respect for being able to calm Issei. Here, he considers her BirdsOfAFeather after she demonstrates her determination to help Issei.
** While he would gladly deny it, Vali saw Azazel as a surrogate father, and truly did love him as one for all Azazel had done for him, his deepest desires being a genuine family, with Azazel being the ideal for the role of father. Here, his relationship with Azazel is a lot more strained as a result of what happened to Issei and the constant political games TheAlliance keeps getting him and Jasmine entangled in.
** While both were members of the Vali Team, Vali's relationship with Kuroka was strictly professional, despite how often Kuroka tried [[TheTease seducing him]]. Here, the two have known each other longer by virtue of befriending Issei as kids and Kuroka occasionally staying at their shared apartment, but Vali isn't as willing to let slip by Kuroka's behavior if it becomes a risk to Issei, such as learning she lied to him about Koneko witnessing her kill her master.
* AdaptationalBadass: In canon, Vali only reached Ultimate Class after joining DXD and being recommended by Azazel in Volume 22. Here, he's already reached that rank before he officially meets Rias, Sona, and their Peerages.
* BirdsOfAFeather: While he's initially frosty towards her, he quickly takes to Rias after seeing how determined she is to help Issei and how she too has had to put up with his bullshit but still sticks around.
-->'''Vali:''' ''You know what? As far as I'm concerned, you're already a part of the club.''
* BystanderSyndrome: {{Invoked|Trope}}, and he ''hated'' it. During Issei's incident, ''[[NoodleIncident something]]'' forced Azazel to stop supporting Issei lest he risk reigniting the war between the factions, and Azazel had to take Vali with him due to legally being his guardian. Vali himself admitted that it was largely to keep him from killing the people railroading Issei or inadvertantly make things worse, but that he still tried ''repeatedly'', to the point he had to be bound and gagged after his third escape attempt.
* CovertPervert: He doesn't broadcast it, but he's had an ass fetish ever since he was a kid.
* EmbarrassingNickname: Like everyone else, he was given a nickname by Issei. For him, it's "Ass-man", namely due to discovering his first fetish as a child was for butts.
* FamilyOfChoice: As his biological family was pretty horrible to him outside of his mother, Vali has come to see the people he surrounds himself with as a new family: Azazel being a surrogate father, albeit one he has a strained relationship with; Asami being a surrogate mother that he refers to as "auntie"; Jasmine being an older sister; and Issei as his friend.
* IrrationalHatred: ''Boxes''. Yes, ''boxes''. Namely, small cardboard ones used for mailing packages. After Issei kept shoving him into them when they were kids and mailing him both cross-country ''and'' internationally, Vali developed a fear and hatred of the cardboard box. So when Issei pulled one out after Vali and Jasmine kept ribbing him about his being forced to go to school, Vali immediately grew pale and tried beating the crap out of Issei just to avoid being shoved into another box. Kiba making a joke about it was enough for Vali to swear vengeance, and when Jasmine had Issei distracted, Vali went to town tearing the box to shreds, and then setting said remains on ''fire''.
-->'''Issei:''' ''[[ThisIsForEmphasisBitch Bitch]] I said get in the box!''
-->'''Vali:''' ''[[FauxHorrific Never! Never again!]]''
* NoodleIncident:
** According to Jasmine, he once ended up actually ''purring'' in front of her, something she [[OnceDoneNeverForgotten refuses to let him forget]].
** Jasmine apparently has a habit of mixing together concoctions when bored. [[SchmuckBait Vali tried one once]], and ended up waking up in an alleyway butt naked three towns over.
* SpottingTheThread: When Rias tells him [[spoiler:the piece of "White's" essence]] mentioned a "nun" and that Issei just saw her recently, he very briefly gets a look of rage on his face before calming himself down, saying Rias just answered a question they had for a long time. [[spoiler:He later explains to Jasmine and Kuroka what he was thinking: that one of Issei's harem candidates, Amalia, long thought dead after going missing, had actually been made into one of Diodora's peerage, with neither realizing they saw each other the night Issei saved Asia. Vali, knowing how bad it would be for Issei to learn this without proper confirmation, contacted Ajuka and confirmed his suspicions, with Amalia being taken to a private psychiatric hospital under maximum security, with only TheAlliance, Jasmine, and Vali himself allowed to see her. Kuroka, Jasmine, and Vali all agree it's better if Issei only learns Amalia is alive from Amalia herself, lest they risk him having another breakdown.]]
* StalkerWithoutACrush: As kids, Vali had a big habit of stalking Issei and pestering him for fights, which often ended with Issei paralyzing him and taping sex toys to his body before dropping him off at Azazel's. He'd only drop this after Issei asked him AndThenWhat.
* ThisIsUnforgivable:
** Much like Issei, he has little actual respect for the leading members of TheAlliance after they were forced to hang Issei out to dry. He's also angry at them in general for getting him and Jasmine involved in their "games", and declares that if they try to get them involved again, he won't hesitate to kill them.
** Just ''barely'' {{averted|Trope}} with Raynare. After learning just how bad she screwed up protecting Asami and inadvertently leading to Issei's meltdown, Vali was all set to kill Raynare, only avoiding that thanks to Issei sticking his neck out for her. Unfortunately, Raynare made the mistake of [[OpenMouthInsertFoot calling Issei a monster]], causing Vali to nearly strangle her with barely restrained rage, only stopping due to Jasmine telling him to.
* TokenGoodTeammate: {{Downplayed|Trope}}. None of them are exactly ''evil'', but he's ultimately the most stable and least {{jerk|ass}}ish among Issei's group outside of Asia. At most he'll just snark on the sidelines, but compared to Issei's instability, Jasmine's [[DisproportionateRetribution issues]], and Asami's hidden sadism, he's the least likely to cause grief for the Gremory and Sitri peerages, even striking up a rapport with Rias.
-->'''Rias:''' ''He seems, nice. It's hard to believe that someone like that is Issei's friend.''\
''(Where Issei was belligerent, sloppy, and an utter mess, Vali was amicable, good looking, and tidy.)''
* UnknownRival: As this generations Hakuryuko, he expected to be the rival to this generations Sekiryutei. Problem was, Issei had no interest in perpetuating Ddraig and Albion's pointless rivalry and was more interested in amassing his harem, so Vali was basically just stalking him constantly badgering him for a fight. This lessened after Issei made clear ''why'' he wouldn't fight Vali and asked him AndThenWhat, causing Vali to reevaluate his life. Nowadays, the two of them are friends.
* VitriolicBestFriends: While Vali ''is'' one of Issei's only real friends, the two of them still have a habit of pissing each other off, and have had entirely wordless arguments. He also doesn't hesitate to pick on Issei for his slip ups. That said in his first appearance in the present he makes it clear that there will be consequences if any of the Devils cause him trouble, and necklifts Raynare when she calls Issei a monster.

[[folder:"White" (Unmarked Spoilers)]]
An old friend of Issei's, she is the one responsible for his DarkAndTroubledPast, and has an obsession with him. Little is known about her aside from the fact she is an albino Devil, namely a Noble.

After 20 chapters, her name is finally revealed: Carnelian Bael.
----
* AnArmAndALeg: After Issei nearly enters the Juggernaut Drive upon learning she has his father Ichirou as her Pawn, Sirzechs reasserts his authority by blasting her right arm off, reitterating that she is not only unwelcome at the party, but that her actions and those of the Bael Family have nearly reignited the Great War. He then proceeds to sear her stump closed with the Power of Destruction, so that she can ''never'' properly heal it or regrow her arm.
* AppealToForce: Most of the people that remained on Issei's side after she accused him of rape she subjected to this. She is implicitly connected in the disappearances of Ichirou and Amalia, is implied to have threatened Sairaorg into remaining neutral, {{blackmail}}ed Kuroka to keep her quiet, threatened Azazel with war from the other factions if he and Vali didn't pull out, and had all of Jasmine's research confiscated, her diplomas cancelled, and charged as a pedophile, child molester, and groomer, in both the human world ''and'' the underworld. By the end, the only one Issei had left during the ordeal was Asami, who wasn't enough to keep Issei from rampaging.
* BastardBastard: Gender inverted and {{zig zagged|Trope}}. She's an absolute bitch responsible for Issei's incident after raping him and trying to forcibly reincarnate him, and she's also a half-blood Devil from the Bael family. By the present day however, she's been accepted into the clan entirely and has enough autonomy to basically do whatever she wants there.
* FreudianExcuseIsNoExcuse: Chapter 26 implies that she was ''not'' an entirely willing participant in Issei's DarkAndTroubledPast, but had on some level been forced into complying by the Bael family. Even so, it's made clear the part she ''did'' play in it is something she needs to face judgement for, and that even if it ''explains'' some of what she did, the bridges she burned with Issei and her former friends are something she has to live with.
-->'''[=ThirdFang=]:''' As for Carnelian, I hope none of you are disappointed with what happened to her. There's clearly more going on with her backstory, but that doesn't excuse what she did, and she deserved what she got, and more.
* TheGhost: Aside from her voice being heard in a FlashbackNightmare, she doesn't physically appear until Chapter 14.
* GreaterScopeVillain: She is ultimately the one responsible for Issei's DarkAndTroubledPast, having tried to rape him and then reincarnate him into her peerage, before turning the accusations on him when that failed, and TheAlliance is working to get Issei readjusted to society for when she inevitably returns. {{Subverted|Trope}} when it's revealed even she was just a pawn of someone else.
* TheHeavy: When she makes her appearance at Rias and Riser's engagement, her internal monologue reveals she ''isn't'' the actual mastermind behind everything, she was just an OpportunisticBastard who was initially forced but later willingly chose to back the Baels rather than stand by Issei during the incident.
* LivingMemory: An imprint of herself exists inside Issei, to the point it gives him night terrors if he sleeps for more than five hours. Rias and Asia end up meeting and repelling it after entering his mindscape after he had an episode.
* ManipulativeBitch: She very rarely works directly, instead manipulating others and orchestrating events to suit her favor. Case in point, after she failed to reincarnate Issei into her peerage and he escaped her, she made it out to look like Issei had tried to rape ''her'', and eliminated anyone who still stuck by him despite those claims so he'd have no one left, and so she could go after him again.
* MoodSwinger: When she finally appears, she has some noticeable eccentricities, namely very abrupt mood swings, one second having her LaughingMad gushing about Issei, the next having her be a SmugSnake as she talks condescendingly. Both Sairaorg and Sirzechs attribute this to her Sacred Gear, the former outright considering it a "twisted" entity, and the latter noting she's dependent on it.
* OnlyKnownByTheirNickname: Her real name is unknown, and she is referred to in the third person by everyone sans Issei, who only calls her "White". Ultimately defied in Chapter 20, with the reveal of her name: Carnelian Bael.
* OutGambitted: She had assumed that even if she approached Issei at the engagement between Rias and Riser, Issei's ZeroPercentApprovalRating amidst the Devil's would make certain that any second hand accounts would paint her as the innocent party and Issei as the aggressor, backed by the political power of the Bael Family making her untouchable. Issei knew she'd tried that though, so he had Grayfia and Azazel unknowingly set up a special field that blocked all outgoing signals from the party aside from one: one that would be livestreaming his confrontation with her to ''all'' of the Supernatural, letting him reveal everything she and the Bael's had tried to silence with a gag order [[LoopholeAbuse since it didn't apply to a dead man]], all while she is kept helpless by the same order. As a result, Hell, Heaven, and the Fallen are sent into an uproar upon learning Issei could have allowed all three to have an increased birth rate had it not been for the Bael, that Issei had been the one responsible for many of their innovations that improved QOL, and that he was not only still alive at all, but had been {{railroad|ing}}ed by the Bael's all those years ago, all of which is more than enough to possibly reignite the Great War with how much everyone now ''hates'' the Bael. Add on Sirzechs having to blast off Carnelian's arm just to try appeasing Issei before he can enter the Juggernaut Drive, and Carnelian's plans have gone up in smoke.
* RapeIsASpecialKindOfEvil: Part of Issei's DarkAndTroubledPast is the fact Carnelian raped him, then turned the accusation back on him to make sure he'd be abandoned by everyone. [[WouldHurtAChild Issei was only 13 at the time when she did this.]] According to Vali, the rape attempt was a sex ritual intended to boost her chances at using her pieces to force him into her peerage.
* SpannerInTheWorks: It's heavily {{implied|Trope}} that she is the cause for certain Canon events happening.
** The reason the Phenex household is pushing for Riser and Rias' engagement. They only began pushing for it once Rias became the overseer of Kuoh, and should Rias be forced to marry Riser, Sona would be left on her own with Kuoh, allowing "White" the opportunity to offer her "help". In addition, the Phenexs suddenly pushing for the engagement further hampers {{the alliance}}'s attempts at acclimating Issei, as they planned for initially having a year to work with, but at the current rate they'll likely only get a month, which is not enough time for Issei to adjust. It's later confirmed she manipulated Riser into siding with her during the accusations, furthering this idea.
** The reason Asia ended up lost in Kuoh. While Diodora was still the one who got her excommunicated and hired Dohnaseek, Kalawarner, and Mittelt to extract her Twilight Healing and deliver her body to his servants, the fact she was let out of their sight and just happened to find Issei, and also just happened to be a DragonTamer makes the Maou, more specifically Falbium, see it as too much of a ContrivedCoincidence, leading them to suspect White orchestrated it for when she returns for Issei. This not only derails Diodora's attempt at recruiting her into his peerage, it gets the Fallen caught by Issei and practically turned into his slaves. {{Downplayed|Trope}} later on, as while Falbium was right in his belief White was aiding Diodora and did this to find Issei, he was wrong about Asia meeting Issei on her own. The latter part was ''Ajuka's'' BatmanGambit to try and get Asia and Issei to meet early, thinking the two meeting would be good for each other and the presence of Issei would drive off everyone going after Asia, only for it to backfire thanks to his younger brother's outright obsession with Asia.
* VillainWithGoodPublicity: Implied as how she's still sucking air, despite all four Maou wanting her DeaderThanDead – amidst her maneuvering following her false rape accusation against Issei, she managed to make herself politically untouchable, namely due to being a Devil Noble. Rias, unaware of her true nature, actually admits to being ''envious'' of her for being so talented and allowed to do as she pleased despite being a half-blood Devil. As of Chapter 26, this no longer applies to her, thanks to being OutGambitted and exposed.
* {{Yandere}}: Her behavior suggests she does legitimately love Issei, but she will do ''anything'' to make him hers. In addition to trying to rape him, when reincarnating him while living didn't work, she tried to kill him to make the process easier. She turned his friends and family against him to make sure he had no one else to turn to. She's implied to be manipulating the Phenex household so that Rias will be forced to marry Riser, getting her out of Kuoh so she can come in and offer a DealWithTheDevil with Sona, making it easier to get to Issei. And she will stop at nothing until Issei is hers.

!!Fallen
[[folder:Dohnaseek, Kalawarner, and Mittelt]]
A trio of Fallen Angels that infiltrated Kuoh in order to capture the runaway Holy Maiden Asia Argento and extract her Twilight Healing. They are ultimately a set of {{Unwitting Pawn}}s however, meant to draw out Issei from hiding.
----
* BerserkButton: Issei ends up pressing Kalawarner's when he reveals that he not only knows she was a porn star in the Fallen's porn industry, but that it was his review as "Chibi-sensei" that ended her career. She repeatedly tries to hit him with light spears in rage as he casually dodges every one of them.
* {{Blackmail}}: On the receiving end from Issei. After he manages to take a bunch of pictures of Kalawarner trying to impale him with light spears for ruining her career, he makes it painfully clear just how out of their depth they are, pointing out that Kuoh is effectively under close watch by all three biblical factions because of him, and that if they don't get the hell out of his town, he'll forward those pictures as evidence to the Mirren. [[spoiler:Instead of following through however, they [[TooDumbToLive stupidly]] try to steal Asia's Twilight Healing while distracting Issei by injuring Asami and Raynare. This backfires horribly for them as Issei nearly [[SanitySlippage snaps]] and slaughters them all.]]
* CruelAndUnusualDeath: [[spoiler:Kalawarner is the only one of the three to visibly die at Issei's hands, and the results aren't pretty. After grabbing her face with his Boosted Gear, he proceeds to do ''something'' to her that sends her body into a convulsing mess as she tries to scream for mercy. Once Issei drops her limp body to the ground, her limbs had broken several times, and her mouth was filed with bile, blood, bodily fluids, and chunks of internal organs.]]
* KilledOffscreen: [[spoiler:While Kalawarner's death is shown in full, Dohnaseek's and Mittelt's are only inferred. Issei notes he left no survivors during his attack, and proceeds to burn the room they were in along with the entirety of the abandoned church, leaving it highly unlikely either could survive anyway.]]
* LaserGuidedKarma: [[spoiler:Kalawarner was the one to gut Asami and near fatally wound Raynare. Fittingly, her death comes first and is shown in full detail, with her left begging for her life as Issei effortlessly kills her.]]
* NoHonorAmongThieves: Despite having offered Raynare the opportunity to work with them, the three have no qualms with attacking her due to her assignment to Issei. [[spoiler:Namely, Kalawarner attempts to wound her and Asami so as to distract Issei while they steal Asia's Twilight Healing, but since Raynare refused to go down without a fight, the injuries Kalawarner dealt her were near fatal, and she shows zero remorse for this when telling Dohnaseek about it.]]
* OhCrap: [[spoiler:Once Mittelt notices and points out the Boosted Gear on Issei's left arm, the three collectively shit themselves upon realizing he's the Sekiryutei, and that he had come there to kill them all.]]
* TooDumbToLive: Despite Issei already blackmailing them with evidence to turn to the Mirren if they didn't get out of Kuoh asap, the three thought they could still try and steal Asia's Twilight Healing from under his nose. [[spoiler:They had Kalawarner heavily wound and almost kill Raynare and Asami to try and distract Issei, which only served to force Issei into near SanitySlippage, and led to their painful deaths.]]
* UnwittingPawn: Twicefold. First, the devil who hired them, Diodora Astaroth, intended on acting like the big hero by saving Asia from them despite already promising to give him her corpse. Second, Diodora himself as well as their boss Kokabiel were both pawns to "White", who helped orchestrate the entire incident in the hopes of drawing out Issei so as to confirm he was still alive.
* VillainsWantMercy: [[spoiler:Just before Issei grabs her, Kalawarner can only beg for her life as she claims they didn't know this was his territory and wouldn't have done anything if they knew. Issei wasn't having it though and proceeded to slaughter them.]]

!!Khaos Brigade
!!!Hero Faction
[[folder:In General]]
A division of the Khaos Brigade, they are comprised of individuals descended from people of great fame in history and mythology. They are all humans and possess Sacred Gears, and seek to prove that humanity could stand above the supernatural.
----
* BadassNormal: Aside from their Sacred Gears, they are completely human, and as such a lot less durable than more supernatural beings. Doesn't stop them from being one of the bigger threats in the Khaos Brigade.
* HumansAreSpecial: Their overall thought process. They hate how the supernatural have exploited humanity for centuries, and want to prove that humanity is not someone they can walk all over.
* NamedAfterSomebodyFamous: Most of them share a name with their famed ancestor.
* TheWorfEffect: Heracles and Jeanne were sent to recruit Issei, but were subsequently defeated in only ''three seconds'' to demonstrate just how dangerous Issei is even when {{broken|Ace}}.
* TooDumbToLive: Cao Cao had intended for Jeanne and Heracles to recruit Issei to their group, expecting that doing so would be easy. Vali tried warning them not to, but he sent Heracles and Jeanne anyway. It ended with the two of them on the verge of death and Siegfried needing to let Issei go so he could get them back to base before they died.
-->'''Vali:''' ''Just because I pity you guys so much for going through with this, I'll give you a freebie about my rival. If there was one word to sum up Issei Hyoudou's ability with his Sacred Gear and his fighting style, it would be without a doubt, complete, and utter... bullshit.''
[[/folder]]
[[folder:Cao Cao]]
The leader of the Hero Faction and descendant of the leading figure from Literature/RomanceOfTheThreeKingdoms. He possesses the strongest of the Thirteen Longinus, the True Longinus.
----
* KnowWhenToFoldEm: After learning what Issei did to Heracles and Jeanne as well as hearing Siegfried's message from Issei to him, Cao Cao decides to postpone anything to do with Issei.
[[/folder]]
[[folder:Siegfried]]
One of many attempts by the Church to clone the legendary dragon slayer Sigurd, he possesses the Sacred Gear Twice Critical.
----
* SinisterMinister: A former priest and exorcist, now one of the Hero Faction, he still dresses the part of a priest.
[[/folder]]
[[folder:Jeanne]]
Descendant and bearer of the spirit of the Saint of Orleans. She possesses the Sacred Gear Blade Blacksmith.
----
* ClothingDamage: After Issei finishes manhandling her, she's left butt naked and foaming from the mouth.
[[/folder]]
[[folder:Heracles]]
Descendant and bearer of the spirit of the legendary Greek hero. He possesses the Sacred Gear [[StuffBlowingUp Variant Detonation]].
----
* BloodKnight: His first thought upon seeing Issei is disappointment over the fact he can't face the mighty Sekiryutei, but instead some damaged wimp. Before then, he was all too eager to try and fight Vali when it sounded like he was being dismissive of them.
* BodyHorror: Once Issei finishes manhandling him, he notes to himself he'd been left in a state that anyone would question if he was even human, and that even then he was miraculously still alive.
* UnderestimatingBadassery: He's quick to write Issei off as a dead-eyed wimp instead of the mighty Sekiryutei after getting one look at him, and tries to just knock him out and drag him back to base.
* WhyDontYouJustShootHim: {{Lampshade|Hanging}}d, as he asks why they don't just knock Issei out and drag him back to their base before giving him the recruitment spiel. He eventually reaches the end of his patience and tries to do just that, though it goes pretty poorly for him.
