5The Outsiders were originally founded in late 2008. The team was created by Dick Grayson, Victor Stone, and Roy Harper to track down Jason Todd after learning he was literally back from the grave. Their purpose was to find him before the League of Assassins in order to bring him back into the fold and rehabilitate him. After the completion of this, the team remained active as they realized they could be a team willing to do what the Justice League could not or would not do due to its political affiliation with the United Nations.

7The team's structure consists of a trinity of three commanders: Nightwing, Cyborg, and Arsenal. While Arsenal keeps permanent residence at the Outsiders Bunker and functions as its primary leader, Nightwing and Cyborg hold the same rank as him and can act in his place if he is unavailable. For major decisions, such as recruitment, the three commanders meet together and hold discussions. If any of the three commanders are unavailable, they can send a delegate or a sub-commander can attend in their place.

10* DirtyBusiness: In theory anyway. The Outsiders were made to handle situations too dirty for the League and Titans to handle. However, it doesn't quite work when one of their founders is one of the greatest moral paragons in comics. The worst act out of all the Outsiders teams was one brutal interrogation.
11* KidHeroAllGrownUp: Several of them used to be sidekicks and members of the Titans before joining the Outsiders.
12* MeaningfulName: As a team of supers who operate outside the law after the Justice League and Titans were disbanded, Outsiders is a very appropriate name.
13* RagtagBunchOfMisfits: All members, to some degree.
14* {{Retcon}}: In The Soft reboot, the West Coast Outsiders no longer exist. They never existed. The characters themselves still exist as members of the main team but there is no second auxiliary team. Cyborg and many Titans Mentors are reserve Outsiders and the Outsiders often use the Titans Tower as a West Coast base of operations for long-term operations in that area, but the Outsiders are just one team now. Their membership remains mostly the same.

27Cyborg, also known as Victor Stone, is a superhero who is half man and half machine. His body was destroyed in a tragic incident, but he was saved through experimental technology; his body parts have been replaced with a large arsenal of high-tech gadgets and weaponry, while constantly providing life support. Stone struggles with his humanity as a machine, although his advancements have made him incredibly powerful. has primarily been a founder of the Titans and the Outsiders, a former leader and founder of Young Justice, but he is also a member of the Justice League.

Though unlikely to knock him fully offline, [=EMPs=] has shown the capability of disabling and interfering with some his systems to the point of compromising his tactical ability.
39* GeniusBruiser: Has an IQ of 170. In addition to his mechanical enhancements, Victor possesses an incredible level of intelligence.
40* IJustWantToBeNormal: Victor is in a constant struggle to retain his humanity as his mechanical components have increasingly threaten to erode what is left of his biology and personality. On occasion, Victor's cybernetic programming have override his anatomical brain's impulses, transforming him into a cold and calculating being.
41* InsufferableGenius: Dani Cassidy certainly thinks so, and Eddie Bloomberg doesn't disagree he always rubs it in people's faces how smart he is.
42* TheLeader: With his charisma, intellect, and knack for tactical assessment, Victor Stone is an excellent leader and has demonstrated as much with his years of leading the Titans and Outsiders.
43* ParentalSubstitute: With Roy Harper currently on the run, Victor has taken custody of Lian Harper.
44* TheSmartGuy: Though often in the role of TheBigGuy while working with the Titans, he's also generally the most technologically savvy of the team- meanwhile, his strength and durability pale in comparison to several FlyingBrick members of the Justice League and The Outsiders, so his role as tech-savvy engineer has increased a good deal as well.
45* SuperStrength: His cybernetic parts grant him some degree of enhanced-strength. Vic's cybernetics afford him greater strength than the average human and in some cases metahumans and extraterrestrials. Initially able to bench 5 tons at his peak, constant upgrades to his system has caused it to fluctuate over time.
46* {{Technopath}}: Unlike most technopaths, Victor doesn't just simply manipulate the technology he focuses on, he can actually assimilate it into himself as well as casts his own will into it enabling him to control and alter nearly any form of machinery he comes in contact with. However, Victor prefers not to do this as he has past experiences where sentient machinery was able to use this to assert control over his mind.
47* {{Teleportation}}: During the invasion of the Reach, Victor encountered a being they have since identified as Steppenwolf and in an attempt to prevent Steppenwolf from escaping, Victor assimilated an alien device which we now know is a 'Fatherbox'. Using this technology, Victor now has the ability to open boom-tubes to and from most any point towards anywhere, be it in the universe or the multiverse, but it isn't perfect however due to compatibility issues with the rest of his tech and as a result he uses this sparingly for fear of accidentally winding up in somewhere like Apokalypse.

49* VoluntaryShapeshifting: Victor can use the nanomachinery incorporated into his chassis to reshape parts of his body into various weapons and technological equipment. His arsenal includes a finger laser attachment, telescopic eyepiece, sonic disruptor, electric shockers, grappling hooks, winches and EMP pulse cannons.

97Koriand'r is an alien super-hero with powers of flight and energy projection. Born a princess on the planet Tamaran, she escaped execution at the hands of her older sister Blackfire and was thus exiled from her home planet. There, she had an... interesting meeting with the other future Titans, who came to her defense against the Apokaliptians. She became a founder of the Titans and stayed with the Outsiders for most of her career before going rogue with Jason Todd, Roy Harper, Donna Troy, and Helena Bertinelli following the discovery of Helena's betrayal. Her culture's different standards of intimacy cause her to be extremely open and sexually liberated by human standards. Starfire is deeply fascinated by Earth and enjoys learning new things... perhaps partially because it gives her an excuse to get closer to her leader.\

99She would later be pregnant with Dick Grayson's child. There weren't any pregnancy symptoms, except an urge for nesting, which she mistook for a call to liberate her people. When she tried to challenge Komand'r she suddenly started vomiting and was beaten by Komand'r. She was imprisoned and Komand'r took her child, Mar'i. After being saved from death by resistance fighters she led a rebellion, but eventually her forces were crushed. Mar'i told her mother to save herself. When she was coming to Earth she decided to forget about it.

Her flight is controlled by feeling a sense of 'unbridled joy' and the maximum speed thus varies depending on her level of joy. Her highest recorded speed yet is Mach 10 (7,600 MPH) but typically she soars at a comfortable cruising speed at about Mach 1 (760 MPH).

141The Amazonian adopted sister of Diana. She is known for being a sweet woman and a good listener, but she's faced much tragedy and a tangled past in her life. She was originally Wonder Girl of the Titans before her and the other Wild Child quit after Jason's death, and now she forges her own path as Donna Troy. Comes equipped with the same bracelets as her sister, and a lasso that can override the mind of its victim provided that Donna's will is stronger than their own. Using some space armor Starfire had lying around on her ship and fusing it with some Amazonian details for some needed flair, Donna had the costume but still needed a name… and Koriand’r gave it to her, borrowing the title of the now defunct alien commando unit that once used this particular armor style: the Darkstar.

600Renee Montoya is an officer of the GCPD. She attended the US Naval Academy and served in the Marine Corps after graduation, alongside Kate Kane, with whom she had been in a relationship as a midshipman. After joining the GCPD, she was Harvey Bullock's partner until he was promoted to lieutenant and stayed in Gotham during No Man's Land. She would later become the new Question after the death of Vic Sage after he succumbed to his cancer. Renee has been working close with Batwoman and the Birds of Prey investigating the arrival of the CRIME terrorist sect in Gotham.
