10Ryô Saeba is the protagonist of the story. Living in Tokyo, Shinjuku. He's the most feared sweeper in town. He's a master of hand to hand combat, weapon manipulation and warfare tactics. He would be almost unstoppable if not for his only weakness: women.

14* TheAce: Ryo is the best there is in almost anything to do with his job. Crazy shooting skills, ace driver, superhuman reflexes, and is a great fighter. [[spoiler: Part of this is to do with the Angel Dust drug forced on him though.]]
15* AmbiguouslyBi: Is a regular at various gay bars (to the point that, in a pinch, the staff of one let him pretend he worked there himself), and in one occasion acted with Umibozu the same way he acts with beautiful women.

While he can ''act'' perverted toward Saeko, he ''ran away'' the one time she was actually willing to do the deed, and can't even get an erection for Kaori. Both are {{Justified}}: Saeko and him were in a LoveTriangle with the late Hideyuki, and when time came to do the deed he found himself unable to actually do it out of respect for his late friend, and not only he told Kaori he wouldn't consider her a woman anymore if she became his partner, but he's also in denial of his feelings for her and unsure if he actually wanted to keep her as partner or sending her back in the normal world, and was trying (unsuccessfully) to prevent his enemies from targeting her to get at him.
26* CharlesAtlasSuperpower: He's physically strong enough to fire a Magnum one-handed and use large marble ''gravestones'' as weapons, and is shown training himself ''hard''.

He also WON'T let women harm/kill others, his reasoning being he doesn't want their hands to get soiled like his hands did. 29* CollectiveIdentity: City Hunter started as the collective identity of Ryo and Mick in Los Angeles. Ryo took it for himself once he returned to Japan, but he later declared it a CollectiveIdentity again, this time for Kaori and him.

31* ComicalOverreacting: This is how he reacts to labels of old age (e.g. "uncle" and "father") being aimed at him.

Secret pockets of his coat contains a disassembled revolver with ammunitions, plastic explosive with time detonator, and [[ArsonMurderAndJaywalking condoms]]. The sleeves of his coat emit tear gas when set on fire, and the coat itself will ''[[StuffBlowingUp explode]]'' if shot in the right place. His tooth has a sleeping pill hidden in it, and he routinely carries other sleeping pills and powders. His ''underwear'' contains sleeping and paralyzing substances to contaminate people's food supply.
34* CreepyCrossDresser: Has done this a few times for the job. In a particularly glorious instance, Ryo even faked doing it ''as his job''.
35* CrouchingMoronHiddenBadass: Ryo will ignore his work to chase women, and then beat the crap out of anyone stupid enough to get on his wrong side.
36* CruelToBeKind: Ryo does this constantly. Since it is dangerous to become acquainted with him due to his profession, whenever a client is getting too attached to him, Ryo becomes (more) insensitive, rude or lecherous in order to drive her away.
37* DarkAndTroubledPast: [[spoiler:When Ryo was 3, the airplane he was travelling on with his parents was shot down and he survived that, instilling in him [[WhyDidItHaveToBeSnakes a terrible fear of riding planes]]. To survive, he joined a guerrilla band in a civil war. He learned how to handle weapons, close combat, warfare tactics. And it turns out Ryô was very good at being a soldier. He met another Japanese man during the civil war, and the man named Ryô "Ryô Saeba". After losing comrades during the war, his father figure drugged him with [[PsychoSerum Angel Dust]] and set him on a military platoon - ''[[FriendlyEnemy Umibozu]]'s'' platoon. He eventually ''survived'' Angel Dust's side-effects and withdrawal symptoms, a feat very few people could manage. After the rebels group was disbanded, Ryô went to a rehabilitation clinic to cure him from the Angel Dust side effects and addiction.. where he was found by the same foster father who drugged him and is defeated. When it was all over, Ryo came out a ShellShockedVeteran with near-crippling depression, daddy issues and and a whole lot of other problems [[StepfordSmiler that he keeps hidden with his perverted, goofy exterior]]]].
38* DoesntKnowTheirOwnBirthday: Due to his dark past mentioned above, Ryo has no idea when his birthday is.
39* TheDreaded: Yakuza clans prefer being bankrupted than facing Ryo. [[JustifiedTrope Justified]]: the one time a Yakuza clan was stupid enough to piss him off, their skyscraper was demolished that very night, and the entire clan was beaten up and left for the cops.

The French dubs of the movies and specials (with the exception of the above mentioned ''Shinjuku Private Eyes'') kept his original Japanese name, however despite the name inconsistency, he still has the same French voice actor (Vincent Ropion).
43* {{Expy}}: According to Tsukasa Hojo, Ryo is inspired from "The Rat" character in Cat's Eye. The pervert aspect and his overall dementor is very similar.

Ryo still won by being fast and accurate enough to ''[[ShootTheBullet shoot Geruma's bullet]]'' before shooting Geruma while he was too stunned by Ryo's stunt to fire again.
49* FiringOneHanded: Where most professionals can pull it off, Ryo is notable for doing it with a large and powerful Magnum and ''still'' be incredibly accurate. [[LampshadeHanging He pointed out it's not easy himself]], and [[CharlesAtlasSuperpower explained it with years of training and exercise]].
50* GagPenis: His 'little friend' is positively enormous, and hard enough to break through bulletproof glass.
51* GoodIsNotNice: Ryo has a mean streak a mile wide that tends to manifest with humiliating punishments for the villains (ranging from being shot multiple times with short but large crossbow bolts to being forced to wet yourself and photographed) and [[CoolAndUnusualPunishment rather unusual tortures]] (if he's in a hurry, he'll grab the balls of the {{Mooks}} and ''[[GroinAttack squeeze hard]]''. If he has time, [[ItMakesSenseInContext he'll break out the chickens and the nitroglycerine]]). And that's without getting into his CasanovaWannabe personality...
52* TheGunslinger: His main characteristic as a sweeper are his [[ImprobableAimingSkills impressive aim]] and incredibly quick draw. While ''all'' sweepers aside for Kaori [[spoiler: (partly because of Ryo modifying her gun to aim off)]] in the series are good shots and fast drawers, they all tend to specialize in something else (Umibozu and Kaori are trap and demolition experts, The Bat is specialized in explosives, Miki and a one-shot character are hypnotizers, and Silver Fox is a MasterOfDisguise), but Ryo's specialization is shooting extremely fast without missing a target.
53* HandCannon: His favourite gun is a Colt Python. He has a lot of other pistols, including two other BFG (a Colt King Cobra and a Smith & Wesson Model 51).
54* HandsomeLech: Quite the ladies' man and skirt-chaser, but he doesn't get a chance to take advantage of his success. Other times, [[ChivalrousPervert he turns down the chance willingly]].
55* HeroWithBadPublicity: Aside for his justified fame as a pervert, most professional killers in Japan consider him their role model and try to emulate him as much as possible, not knowing he's an HitmanWithAHeart.
56* HiddenDepths: He's much smarter and sensible than he looks. [[spoiler:He's also a traumatized man with major PTSD from being the survivor of a plane crash that killed his parents and a ChildSoldier, and being drugged with Angel Dust and ''surviving'']].

58* HitmanWithAHeart: He's willing to kill, but only if your reasons can move him. Also, he's willing to work for a little girl for 500 yen if she has good reasons, and will slip the money back in her pocket when she's distracted.

61** With his Python he can fire six shots in the same hole at 15 meters, and his S&W Model 58, due a quirk of fabrication, allows him to do the same at 50. Also, using a Remington Model 700 he can shoot the barrel of another rifle, buttons of a shirt and a belt (the latter without harming the guy wearing them) at about ''one kilometer''.
62** Ryo's choice of guns is intended to maximize his already extreme aiming skills: the Python and the Remington Model 700 are known for being very accurate weapons, and the Model 58 is chambered for the .41 Magnum round, known for being as powerful as the .44 Magnum while being more accurate. Then he went and had his Python made even more accurate, and, as stated above, his Model 58 is almost impossibly accurate due a quirk of fabrication...
63* ImprobableWeaponUser: He weaponized not only his own underwear, but also a collant filled with lingerie!
64* InformedAttribute: He claims hating children, but how he acts shows he ''adores'' them, and he will go PapaWolf on anyone who dares to so much as harm a child in his presence.

After all, how would ''you'' react if [[spoiler: your father figure dosed you with a drug that made you a mad berserker and nearly killed you with both its effects and the withdrawal]]? Even after he got over that hate, Ryo considers it personal, as he sees stopping his madness as his duty as [[spoiler: his son]].
66* IWantMyBelovedToBeHappy: Whenever an opportunity for Kaori to leave him and be with someone else comes along, he will give it as much chance as possible so that Kaori can live a safer life, no matter how much he may suffer for it.
67* JerkWithAHeartOfGold: He's goofy, perverted and lecherous... but he will always bend himself backwards to help a woman, no matter what the situation is.
68* KilroyWasHere: He enjoys mocking his adversaries and pulling pranks on them, is quite fond of playing this trope when he infiltrates into his enemies' lairs. Before leaving, he vandalizes pictures, writes insults on the walls -or comments about their enemies' penis size-, paints drawings of them... He makes this because an angry enemy is prone to commit mistakes... And also because he gets a good laugh out of pissing them off.
69* LadyKillerInLove: He is a notorious and successful Casanova in spite of his job as a ProfessionalKiller, and is in love with his partner Kaori, even if he doesn't want to admit it.
70* LegallyDead: Courtesy of his plane being one of the many shot down in South America when he was a child too young to even remember his real name. He had to go back to Japan as a stowaway, and can't legally own anything, hold a job (thus he's stuck on the wrong side of the law), administer his own money, or get married.
71* LetsGetDangerous: Ryo often spends the first half of the story being goofy and hitting on women, but when real danger rears its head, he'll stop fooling around and beat the crap out of the villains. If they're particularly unlucky, he'll beat them up ''[[BunnyEarsLawyer without stopping fooling around]]''.
72* LovableSexManiac: He has a sex drive of truly epic proportions, and a physique guaranteed to make just about any woman happy to be its focus... which is just about the only RestrainingBolt this Lovable Sex Maniac has — he knows that he's everything he claims to be, and is thus always patient enough to wait until the girl's in the mood to get wild. He's not above what most would consider outright sexual harassment, however... as long as the girl seems amused by it (and the one time he got an early confirmation the girl would ''not'' be amused he cut it out immediately).
73* MalingeringRomancePloy: In one of the earliest episodes, Ryo passes himself as a patient of the hospital where works the pretty nurse he's tasked to protect. Later, he's wounded for ''real''.
74* MarkedChange: As a gag. The entire series - with one exception - is drawn with realistic proportions, and Ryo himself has a sculpted, angular face that everyone sees as devilishly handsome... Most of the time. When the little head starts doing the thinking, he instantly becomes a rubber-faced and -limbed goofball straight out of a Creator/TexAvery cartoon, complete with popping eyeballs and literal wolf whistles. People even ''comment'' - '''regularly''' - that he doesn't look human when he's chasing a beautiful woman.
75* MayDecemberRomance: He's at least ten years Kaori's senior. Him having met Kaori when they were younger emphasizes this, though neither of them mind it.
76* MrFanservice: He's ridiculously handsome, has a lot of WalkingShirtlessScene.
77* ObfuscatingStupidity: He ''is'' an idiot half the time. That said, he often plays it up so him going all out will have a greater effect. He also does it to not be identified as City Hunter by too many people, to help his clients to not think about why they hired him by amusing them, and to [[StepfordSmiler help himself not to think too much about his near-suicidal depression]].
78* OlderThanTheyLook: He has no clue of his real age, so he settles for being around 30.
79* OneManArmy: Definitely. There's a reason why he's TheDreaded in all of Japan. Goofy and perverted he may be, but he will wreck you and ''humiliate'' you if you piss him off. [[OhCrap It gets worse]] when he pairs up with Umibozu...
80* OOCIsSeriousBusiness: If he doesn't react to a beautiful woman that isn't underage, something weird is happening:
81** With Kaori, he flat-out swore to never see her as a woman - and is trying to make sure his enemies won't target her as his girlfriend.
82** In one memorable occasion, the reason he didn't react was that the woman was actually ''a man'' and his penis caught on it before his brain.
83** Both he and Kaori were weirded out when he didn't get an erection from a series of ads that showed off a model from behind and in particular her shapely butt... Up until Ryo found out it was Rosemary Moon.
84* PayEvilUntoEvil: As explained in GoodIsNotNice, Ryo has a terrifying mean streak, and the villains are ''lucky'' if the police is around or Ryo is working for Saeko (or the client's circumstances act as a restraining bolt), for they'll get arrested or, at worst, a quick and painless death. If not... Well, the lucky ones gets completely and utterly humiliated in the worst possible way, the very good ones die a quick death because Ryo can't afford to take a chance to make them suffer, and the unlucky ones die in the most painful and humiliating way Ryo can think of.
85** Exhibit A: Koji Inagaki's fate. He was a boxer who made a career by blackmailing his opponents into throwing the fights, and when the chosen opponent of the champion refused to give up his chance he murdered him and started blackmailing the champion, leading to Ryo being hired to kill him. During his championship bout, Ryo shot him in the ear with a gold-tipped bullet fired from a [[{{BFG}} elephant rifle]] and timed it with the champion's hook, so it would appear the champion killed him with a punch strong enough to throw him out of the ring (the bullet being gold-tipped, it rebounded inside the skull, leaving no marks for anyone to realize his involvement).
86** Exhibit B: the fate of a serial killer who raped his victims. Upon being hired to kill him, Ryo baited him so he'd try and kill Ryo, allowing himself to be identified in the process, then made ''very'' clear that Ryo could kill him any moment without even showing himself, even throwing off his act to bait his victims. ''Then'' he put four crossbow bolts in his arms and legs, the bolts designed and shot in such ways to hurt like hell and being impossible to take out without crippling him in the process. ''Then'' Ryo killed him, and that was because his client had put herself on the line of danger and Ryo had to stop tormenting him and finish things fast.
87** Exhibit C: the epic trolling of the General at Ryo's hands. First Ryo hit ''all'' of his {{Berserk Button}}s just for the hell of it, then stole a crapload of Union Teope money the General was supposed to deliver to his boss and left him alive, ''then'', when they finally fought, Ryo shot him in the stomach and leg before shooting him in the chest to let him bleed out painfully. But the General had taken [[PsychoSerum Angel Dust]] and wouldn't stay down, so Ryo put knives in his forehead and throat and then ''blew him up''.

96** Early in the manga, Ryo meets a robber who holds hostage the female cashier of a bar Ryo's visiting. When Ryo confronts the robber, he is given a SadisticChoice - put down his gun and let the robber get away (with the cashier surely getting injured or worse), or try shoot the robber and risk having the bullet of Ryo's Magnum penetrate the window behind and take out a civilian. Ryo instead takes the third option by ''shooting through his own hand'' to soften the Magnum bullet's impact so he can kill the robber and rescue the cashier without collateral damage.
97** He does it again to rescue his then-future partner Kaori from a sex trafficker - he shoots a bullet at the ground, and the sparks from it ricocheting allows him to locate the trafficker. He then shoots him [[EyeScream through the lens of his infrared vision eyepiece]] while the sparks were still active, which was ''in a split-second''.
98* ShroudedInMyth: As City Hunter, he has a level of fame comparable to a ''superhero''.
99* StepfordSmiler: [[spoiler:Due to his DarkAndTroubledPast and his apparently hopeless fight for Shinjuku's freedom and happiness, Ryo is ''heavily'' depressed, just on the verge of becoming a DeathSeeker, and only Hideyuki and (later, after his partner's death) Kaori's presence kept him from eating the gun. Once in a while, going in a certain place to remember himself that Shinjuku is worth fighting for prevents him from doing just that. It took a one-time character with the ability to ''read into people's minds and hearts'' to see through his facade]].
100* SuperSoldier: As a subject of the Angel Dust drug, Ryo is faster and tougher than a normal human. He was also once a ChildSoldier who spent much of his childhood on a battlefield.
101* VagueAge: The fact that Ryo doesn't know when he's born or how old he is himself leads to multiple characters wondering how old he is. At about half of the story, Kaori gives him 26 March as his birthday. His real age is probably early 30's or late 20's when the manga starts.
102* VitriolicBestBuds: Has this relationship with Umibozu - they mock and insult each other all the time, but when the shit hits the fan for one of them the enemy will have to face ''both''. They also help each other in ways they don't want to: initially Umibozu didn't want to get engaged with Miki in spite of loving her, but Ryo, after tricking him into revealing his true feelings, successfully roped them together.
103* VocalEvolution: At the start of the anime, Ryo's voice is typically deep and macho, with the 'pratfalls' he does perform during the rarer mokkori scenes of the earlier episodes tending to sound fairly deep and raspy. By episode 10, however, as Ryo's mokkori antics began to increase in frequency, the earlier deeper voice was used increasingly less (although Ryo does still lapse into it during dramatic scenes) and his pratfalls are much higher-pitch and less raspy than in earlier episodes.

107** There are also a few episode of the anime (such as the second episode of the first season) where he flies with no problem that were made before this was revealed in the manga, though.
108** Also, he's getting over it: when this fear first appeared he was terrified even by the sound of airplanes or the sight of a ''toy airplane'' (partly because that arc started with a plane ''crashing in his house and nearly hitting him'' during an attempt at an emergency landing), but when the villain of another arc tries to attack him with toy airplanes filled with explosive he casually shoots the planes and states he's scared of ''going on planes'', not of airplanes.
